Whereas the real estate located at 406 East Bell Drive, Warsaw, Indiana 46582, as more fully described  in the Resolution ("Real Estate"), has become undesirable for, or impossible  of, normal development  and occupancy, and the improvement  of the Real Estate would benefit and promote the welfare of all citizens and taxpayers  in Kosciusko  County, the Kosciusko  County Council found, declared and designated the Real Estate to be an economic revitalization  area as defined in Ind.
