    Kosciusko County will offer multiple buyers’ seminars on September 30, 2013.  The seminars will be at 12:00 pm and 6:00 pm and will be located at 216 N Lake St Warsaw, the County Munson Building.  The purpose of the seminar is to assist people with the online sale system.  Buyers will be shown how to register, navigate, and bid on the system.  Buyers will not be given any advice on which properties to bid on or not bid on as the tax sale is caveat emptor (let the buyer beware).
    The sale will be conducted from October 3 – October 8, 2013.  Buyers must register for the sale prior to 4:00 pm EDT on October 4, 2013.  The buyer will go through an approval process prior to being able to bid on the sale.  
    All persons / entities registering to bid understand that Kosciusko County will conduct a search to make sure that the items contained below are not outstanding.
    Understand that Indiana law prohibits a person or an agent of a person who owes delinquent taxes, special assessments, penalties, interest, or costs directly attributable to a prior tax sale from purchasing tracts or items of real property at a tax sale.
    I hereby affirm under the penalties for perjury that I do not owe delinquent taxes, special assessments, penalties, interest, costs directly attributable to a prior tax sale, amounts from a final adjudication in favor of a political subdivision in this county, any civil penalties imposed for the violation of a building code or ordinance of this county, or any civil penalties imposed by a health department in this county.  Further, I hereby acknowledge that any successful bid I make in violation of this statement is subject to forfeiture.  In the event of forfeiture, the amount of my bid shall be applied to the delinquent taxes, special assessments, penalties, interest, costs, judgments, or civil penalties I owe, and a certificate will be issued to the county executive.
    Kosciusko County will conduct a tax sale for delinquent properties that have delinquent taxes and special assessments due from the prior year’s spring installment.
    In Indiana, the county treasurer and auditor are required to sell tax liens on delinquent properties that remain unpaid from the prior year’s spring installment. Kosciusko County will offer the tax sale certificates at a public sale that is not less than the total amount due in delinquent taxes, costs, and penalties.
    In addition to serving as a source for local governments to collect unpaid property taxes, tax sales also serve as an opportunity for real estate investors to earn interest income upon redemption of the property within one year from the sale, or to take title to the property through a post-tax sale process that involves petitioning the local court for a tax deed.
    Kosciusko County has contracted with SRI, Inc., an Indianapolis-based company founded in 1989 that conducts tax sales, commissioners’ certificate sales, and commissioners’ deed sales for over 80 counties in Indiana, Iowa, Florida, Michigan, and Colorado.
