WINONA LAKE - Kosciusko Development Inc. Board of Directors met Wednesday at the Winona Lake town hall and moved to change the way it's structured.

The board held discussions about possible restructuring before a resolution was passed.

They first made a change to the by-laws, stating the board of directors will meet quarterly as opposed to monthly. They then made a resolution to establish five committees that will focus on different areas. Those committees will meet monthly then report to the board of directors.

Details of the new structure will be finalized at the June meeting.

During her president/executive director report, Joy McCarthy-Sessing said that there was a company looking to purchase land in Milford. The land was going for $30,000 an acre as compared to $8,000 in Ligonier. She also said that the health and biomedical industry has grown by 39 percent in Kosciusko County since 2001.

Winona Lake Town Coordinator Craig Allebach gave a presentation to the board.

Allebach talked about the town's parks programs and the senior center, which is open Monday through Thursday from 9 a.m. to noon.

The art fair in Winona Lake is set for the first week in June.

Allebach said that the town hopes stimulus money becomes available to allow for completion of expansion on the greenway.

The board reviewed unemployment figures from April. Kosciusko County dropped out of the top 10 and is now 18th with 12.2 percent unemployment. Elkhart County still has the state's highest unemployment with 17.8.

A proposed 2009 budget was shown to the board. The county commissioners need the budget information by June 17 and will hear a short presentation at their June 23 meeting. The county council will review the budget at its July 9 meeting.

McCarthy-Sessing said that an unnamed orthopedic-related company is interested in moving into Warsaw while a smaller orthopedic company, not Zimmer, DePuy or Biomet, is looking to expand.

The board approved the minutes from its April 22 meeting.

The board's next meeting, a joint meeting with the Chamber of Commerce, will be June 24 at the Ivy Tech building in McElroy Hill Business Park along U.S. 30. The meeting will be at noon.

After the meeting, board members were taken on a tour of ABC Industries in Winona Lake.
