A juvenile is the target of the Leesburg Grace Brethren Church arson investigation.
The Kosciusko County Sheriff's Department, ATF and FBI have been investigating the fire that destroyed the church July 22.
The fire was ruled arson Thursday when investigators found an accelerant had been used to spread the fire.
Prosecuting Attorney David Kolbe said the investigators have a compelling circumstantial case against a single juvenile.
"This was not a hate crime or church persecution crime," said Kolbe. "It was an atrocious but random criminal act by an individual."
Kolbe will file a petition alleging delinquency with the juvenile court. The juvenile will then be arrested.
The juvenile will be charged with arson causing bodily harm, a Class A felony. The felony was upgraded because a fireman was injured fighting the blaze and required stitches. This felony carries a maximum sentence of 60 years.
Kolbe will also move for a waiver to try the juvenile as an adult.
The sheriff's department is completing its investigation. The ATF and FBI assisted in the investigation as part of a congressional mandate. The federal agencies must look into suspicious church fires after a rash of fires set by hate groups last year.
