A jail cell is lowered into place Wednesday at the Justice Building expansion. The project, which is slated to be completed by 2002 for an approximate cost of $19 million, is ahead of schedule, according to Kosciusko County Administrator Ron Robinson. After the cells are in place, the roof will be installed. Photo by Gary Nieter, Times-Union
