LEGAL NOTICE PLANNED IMPROVEMENT The Indiana Department of Transportation (INDOT) is developing plans for the proposed improvements to the State Road (SR) 15 and County Road 100 South (CR 100S)/Rozella Road intersection. The project is located about 1.25 miles south of SR 25 and just south of the City of Warsaw in Kosciusko County. The total project length is about 0.37 mile. The SR 15 roadway is proposed to add exclusive right and left-turn lanes along SR 15 for turning movements onto CR 100S (Rozella Road). Rozella Road will provide two 11-foot through lanes and an 11-foot eastbound left-turn lane. Traffic signals will be improved to accommodate high volumes of traffic during morning and evening rush hours. Drainage along SR 15 and CR 100S will be controlled by concrete curb and gutter and a new storm sewer system which will connect to an existing drainage system east of the intersection. Existing pipe will be replaced with pipe that will accommodate the additional runoff. The ditches on the northwest side of the intersection will be cleaned and shaped. Construction of the project will require approximately 0.421 acre of new permanent right-of-way. No displacement of residents or businesses will be involved with this project. The SR 15 roadway is proposed to be open to traffic during the construction period. The construction of Rozella Road is proposed to take place during summer months to limit the interference with school traffic. Rozella Road will be closed to traffic during its construction. Total cost of the project is estimated at $1,690,000. At present, we are planning to use both state and federal funds for construction of the project. However construction of the project is contingent upon available funding. The Federal Highway Administration and the Indiana Department of Transportation have agreed that this project falls within the guidelines of a Categorical Exclusion Level 1 with no effect to wetlands. If a hearing is determined to be in the best interest of the public, a notice will be advertised with the date, time, and place. Otherwise, any comments or materials received for the record will be considered in the decision_making process.
