Public Notice The Kosciusko County Board of Commissioners and the Federal Highway Administration (FHWA) intend to proceed with an intersection improvement project at the Old US 30 and Fox Farm Road intersection in Kosciusko County (DES Number: 0710956). There are two separate projects (DES Numbers: 0710954 and 0710955) west of this project that that will improve the Old US 30 roadway and the CR 350 West and Zimmer Road intersections. FHWA is funding the project and is designated as the lead Federal agency in this Section 106 undertaking. The project is located along Old US 30, west of the City of Warsaw. The property is in Wayne Township, Warsaw Quadrangle, T32N, R5E, R6E and Sections 6, and 7. The proposed project will replace the existing T-intersection with a dual-lane roundabout intersection. The total length of the project, including approaches to the roundabout, will be approximately 1,300 feet. Additional improvements include reconstruction of the road approaches and drives, storm sewer construction, drainage basins and lighting. The property immediately southwest of the project will be used for a drainage basin. The owner of the property is preparing to implement drainage improvements to their site. The engineering team is in consultation with the owner to coordinate these drainage improvements and the drainage improvements associated with the roundabout and road improvements. The land use in the vicinity of the project is primarily commercial, residential with some industrial land uses. Wetlands have been identified to the northeast of Old US 30, east of the Fox Farm intersection. No additional right of is anticipated to be taken from the wetlands. The intersection at Fox Farm Road is expected to be constructed in the spring of 2010. Additional right-of-way will be needed for the intersection improvement. Most of the right-of-way will be necessary to accommodate the increased area of the roundabouts and widened sections of roadway. Added right-of-way will also be necessary to accommodate drainage facilities necessary to handle the additional runoff resulting from the increase in impervious surface associated with the roundabout and widened roadway. Temporary right-of-way may be needed for installation of such drainage improvements. Approximately 1.20 acres of permanent right-of-way is anticipated to be required for this project. The proposed action will not impact items listed on or eligible for the National Register of Historic Places (NRHP). The FHWA has issued a "no historic properties affected" finding for the project because there are no properties listed in or eligible for the NRHP within the Area of Potential Effect (APE). In accordance with the National Historic Preservation Act, the views of the public are being sought regarding the effect of the proposed project on the historic elements as per 36 CFR 800.2(d), 800.3(e) and 800.6(a)(4). Pursuant to 36 CFR 800.6(a)(4), the documentation specified in 36 CFR 800.11(d) is available for inspection in Bernardin Lochmueller & Associates, Inc. (BLA) Indianapolis office. This documentation serves as the basis for the FHWA's "no historic properties affected" finding. The views of the public on this finding are being sought.
