NOTICE OF PUBLIC HEARING

    Notice is hereby given that the Indiana Finance Authority (the "Authority") will hold a public hearing on September, 20 2018, at 10:00 a.m. Indianapolis time, in the office of the Authority located at One North Capitol Avenue, Suite 900, Indianapolis, Indiana, regarding a proposed issuance, pursuant to a plan of financing and refinancing, of one or more series of its Hospital Revenue Bonds (Parkview Health) (the "Bonds") with an appropriate year and series designation reflecting the series of Bonds sold and delivered in an aggregate principal amount not to exceed One Hundred Eighty Million Dollars ($180,000,000). The proceeds of the Bonds will be loaned to Parkview Health System, Inc., a nonprofit corporation, (the "Borrower") for the purpose of: (i) refunding all or a portion of the Indiana Finance Authority Hospital Revenue Bonds, Series 2009A (Parkview Health System, Inc. Obligated Group) (the "2009A Bonds") issued for the benefit of the Borrower to finance or refinance capital projects at the Borrower’s health facility properties (the "2009A Projects"), (ii) refunding all or a portion of the Indiana Finance Authority Hospital Revenue Bonds, Series 2016C (Parkview Health System, Inc. Obligated Group) (the "2016C Bonds" and together with the 2009A Bonds, the "Prior Bonds") issued for the benefit of the Borrower to finance capital projects at the Borrower’s health facility properties (the "2016C Projects" and together with the 2009A Projects, the "Prior Projects"), (iii) financing, refinancing or reimbursing the costs of various capital projects at the Borrower's health facility properties (collectively, the "New Projects" and together with the Prior Projects, the "Projects"), (iv) funding debt service reserve funds, if any, (v) financing all or a portion of capitalized interest, and (vi) paying expenses incurred in connection with the issuance of the Bonds and the refunding of the Prior Bonds.  

    The health facility projects to be financed, refinanced or reimbursed with proceeds of the Bonds shall be owned and operated by the Borrower or an affiliate thereof and shall be located at the following addresses:

    (i) owned and operated by the Borrower and located at: 1818 Carew St., 2456 Lake Ave., 2458 Lake Ave., 1720 Beacon St., 10902 Parkview Plaza Dr., 11115 Parkview Plaza Dr., 11123 Parkview Plaza Dr., 11141 Parkview Plaza Dr., 11108 Parkview Circle, 11109 Parkview Plaza Dr., 10501 Corporate Drive, 8911 Liberty Mills Road, 1292 Drake Road, 3350 E. Paulding Rd., 11104 Parkview Circle, 1010 Production Road, 1320 Production Road, 1450 Production Road, 4624 Executive Blvd., 1410 Progress Road, 5693 YMCA Park Drive West and at the intersection of Parkview Plaza Drive and New Vision Drive, all in Fort Wayne, Indiana; 2001 Stults Rd. and 2003 Stults Rd. in Huntington, Indiana; 2614 E. State, 104 Nicholas Place and 125 Baum St. in Avilla, Indiana; 401 Sawyer Dr. in Kendallville, Indiana; 207 Townline Road in LaGrange, Indiana; and 885 West Connexion Way, 1260 East State Road 205, and 1250 E. State Road 205, all in Columbia City, Indiana;

    (ii) owned and operated by Parkview Hospital, Inc. and located at: 1818 Carew St., 1900 Carew St., 2104 Carew, 2110 Carew St., 2120 Carew St., 2200 Carew St., 2210 Carew St., 2109 E. State, 2115 E. State, 2117 E. State, 2301 E. State, 2414 E. State, 2426 E. State, 2500 E. State, 2906 E. State, 3000 E. State, 2210 Colony Court, 2211 Colony Court, 2100 Beacon St., 2529 Curdes Ave., 2224 Hobson Drive, 2925 Forest Ave., 2927 Forest Ave., 2929 Forest Ave., 2200 Randallia Drive, 1234 E. Dupont Rd. and 11108 Parkview Circle, all in Fort Wayne, Indiana; and 1331 Minnich Rd. in New Haven, Indiana;

    (iii) owned and operated by Community Hospital of Noble County, Inc. and located at: 201 S. Park Ave., 951 E. Hospital Drive, 1607 E. Dowling St., 209 S. Park Ave. all in Kendalville, Indiana; and 1464 Lincolnway S in Ligonier, Indiana; and

    (iv) owned and operated by Whitley Memorial Hospital, Inc. and located at: 333 N. Oak, 353 N. Oak St., 105 N. Madison St., 655 N. Armstrong Drive, 215 E. Van Buren, 411 N. Wolf Rd. and 620 W. North St. all in Columbia City, Indiana; and 1355 Mariners Drive in Warsaw, Indiana.

    The Bonds will be issued by the Authority pursuant to Indiana Code 5-1.2, as supplemented and amended, and a resolution proposed for adoption by the members of the Authority.  The Bonds will not be in any respect general obligations of the Authority, the State of Indiana, or any political subdivision thereof, but will be special and limited obligations of the Authority, as the principal of and premium, if any, and interest on the Bonds will be payable solely from the property pledged thereto, including without limitation the revenues and receipts received from the repayment of the loan by the Borrower.  The Bonds will not be payable in any manner from revenues raised by taxation.  The Bonds shall not constitute a debt, liability or general or moral obligations of the Authority, the State of Indiana, or any political subdivision thereof, or a pledge of the faith and credit or taxing power of any of them, and shall be payable only as aforesaid.

    The public hearing is being held pursuant to Section 147(f) of the Internal Revenue Code of 1986, as amended.  The public is invited to attend and comment on any of the matters herein noted, and all taxpayers, residents or interested parties who appear will be given a reasonable opportunity to express their views, both orally and in writing, on the proposed plan of financing and refinancing for the Projects and other matters relating to the Bonds.  Written comments may also be submitted to the Authority through the Public Hearing Officer at One North Capitol Avenue, Suite 900, Indianapolis, Indiana 46204 until 5:00 p.m. EST, September 19, 2018.
