LEGAL NOTICE OF PLANNED IMPROVEMENT The Indiana Department of Transportation (INDOT) is developing plans for the proposed replacement of the bridge over Norfolk Southern Railroad on State Road (SR) 15. The project is located in Clay Township, Kosciusko County. The total project length is about 0.473 mile. The new structure is proposed to be a single-span prestressed I-Beam bridge with a clear roadway width of approximately 60'. Mechanically Stabilized Walls will be utilized for the bridge abutments and wingwalls. A crashwall will be provided in front of the MSE Walls. The SR 15 approaches are proposed to provide two 12' travel lanes and a 12' auxiliary lane bordered by shoulders varying in width from 8' to 12' 4". A 12'southbound left-turn lane will be provided at the Louis Dreyfus Agricultural facility. The SR 15 roadway grade level will be raised approximately 6'. The County Road 700 South (CR 700S) roadway will also be reconstructed from approximately 800' east to 325' west of SR 15. The new CR 700S roadway is proposed to provide two 11' travel lanes bordered by 6' shoulders. Construction of the project will require approximately 9.3 acres of new permanent right-of-way. One residence and associated outbuildings located north east of the bridge will be displaced by this project. Traffic is proposed to be detoured during the construction period. Total cost of the project is estimated at $4,680,000. At present, we are planning to use both state and federal funds for construction of the project. However construction of the project is contingent upon available funding. The Federal Highway Administration and the Indiana Department of Transportation have agreed that this project falls within the guidelines of a Categorical Exclusion Level 2. A small amount of wetlands may be impacted by this project.
