Preliminary Findings Regarding a
Significant Modification to a
Part 70 Operating Permit
For Louis Dreyfus Agricultural Industries LLC in Kosciusko County
Significant Source Modification No. 085-31960-00102
Significant Permit Modification No. 085-31979-00102
    The Indiana Department of Environmental Management (IDEM) has received an application from Louis Dreyfus Agricultural Industries LLC located at 7344 State Road 15 South, Claypool, Indiana for a significant modification of its Part 70 Operating Permit issued on November 22, 2011.  If approved by IDEM’s Office of Air Quality (OAQ), this proposed modification would allow Louis Dreyfus Agricultural Industries LLC to make certain changes at its existing source.  Louis Dreyfus Agricultural Industries LLC has applied to make the following revisions:
Soybean Oil Extraction Plant
    (a)     The unfiltered exhaust from the Meal Loadout Bins (G130000 and G070000) will be redirected from Filter AF-2 to a new 1,250 cfm collector.  The new collector will be identified as Meal Loadout Bin Filter #1 (G071000).
    (b)    Flaker #4 and Flaker #7 will be replaced with new units that will increase the hourly production capacity for each unit from 20.3 tons per hour to 22.9 tons per hour.
    (c)    A new meal hammer mill, identified as Meal Hammer Mill #5 (E230000), will be installed. This unit will have a capacity of 74 tons per hour and will exhaust to the existing Meal Grinding Baghouse.  A supporting conveyor, identified as Meal Hammer Mill Feeder #5 (E230200), and a supporting bin, identified as Meal Hammer Mill Bin #5 (E230100), will also be installed, each with a capacity of 74 tons per hour.
    (d)    The existing aspiration system for the day tank will be replaced with a larger unit, identified as Day Tank Aspirator (A160500).  This unit will have an air flow rate of 6,000 cfm and will exhaust to the Dehulling Baghouse (AF-5).
    (e)     As a result of the changes described above, the hourly processing capacity of several emission units at the plant will increase above levels currently described in the permit as follows:
    (1)    The capacity of the following emission units will be changed to 17.0 tons per hour: Hull Collection Conveyor (B030900), Secondary Hull Collection L-Path (B440000), Secondary Hull Collection Conveyor (B430000), 4 Hour Hull Tank (E070300), Pellet Cooler (E080000), Pellet Cooler Cyclone (E090000), Hull Hammer Mill Feeder (E050200), Hull Hammer Mill (E050000), Hull Hammer Mill Plenum (E050100), Pelleted Hulls Leg (G050100), Pelleted Hulls Storage Conveyor (G050300), Hulls Addition Screw Collection Conveyor (E050400), Pellet Hulls Conveyor to Loadout (G160000), and Hull Overflow Tank;
    (2)    The capacity of the following emission units will be changed to 264 tons per hour: Bean Weigh Scale (B011300), VSC Feed Leg (B011200), Screener (A060000), Screener Feed Conveyor (A060400), Whole Bean Aspirator No. 1 (B010100), Whole Bean Aspirator No. 2 (B020100), Whole Bean Aspirator Cyclone (B010900), Conditioned Bean Feed Conveyor (B030800), Conditioned Bean Conveyor (B010300), Soybean Extractor (D010000), VSC Air Heater (B010500), VSC Leg Feed Conveyor (A160300), and Day Tank (A160000);
    (3)    The capacity of the following emission units will be changed to 247 tons per hour: Flaker Feed Loop Conveyor (C200100) and Flaker Collection Conveyor (C010600);
    (4)    The capacity of the following emission units will be changed to 66 tons per hour: Hulloosenator No. 1 (B040000), Hulloosenator No. 2 (B080100), Hulloosenator No. 3 (B130000), Hulloosenator No. 4 (B170000), Cascade Dryer No. 1 (B050000), Cascade Dryer No. 2 (B090000), Cascade Dryer No. 3 (B140000), Cascade Dryer No. 4 (B180000), Cracking Roll No. 1 (B060000), Cracking Roll No. 2 (B100000), Cracking Roll No. 3 (B150000), Cracking Roll No. 4 (B190000), Cascade Conditioner No. 1 (B070000), Cascade Conditioner No. 2 (B110000), Cascade Conditioner No. 3 (B160000), and Cascade Conditioner No. 4 (B200000);
    (5)    The capacity of the following emission units will be changed to 198 tons per hour: Grinding Discharge Conveyor (E020300), Hammer Mill Mixing Conveyor (E020400), Meal L-Path Conveyor (E010100), Meal Hammer Mill Feed Conveyor (E010300), Meal Leg (G010300), Meal Conveyor to Loadout (G150000), Meal Bin No. 1 (G010000), Meal Bin No. 2 (G020000), Meal Bin No. 3 (G030000), Meal Bin No. 4 (G040000), and Meal Bin No. 5 (G050000);
    (6)    The capacity of the following emission units will be changed to 132 tons per hour: VSC No. 1 (B010000), VSC No. 2 (B020000), Jet Dryer No. 1 (B120000), and Jet Dryer No. 2 (B030000); and
    (7)     The capacity of the following emission units will be changed to 208 tons per hour: DC Deck 1 (D310000-1), DC Deck 2 (D310000-2), DC Deck 3 (D310000-3), and DC Deck 4 (D310000-4).
(f)    As a result of the changes described above, the source has requested that the annual production limit for the extraction plant be increased from 1,686,300 tons per year to 2,251,836 tons per year.  Consequently, LDAI has also requested a re-evaluation of the BACT determination for the soybean oil extraction plant to include this increase in production.
Biodiesel Production Plant
    (g)    A new methanol/sodium methylate unloading pump will be installed, allowing the methanol/sodium methylate unloading rate to increase.
    The applicant intends to construct and operate new equipment that will emit air pollutants; therefore, the permit contains new or different permit conditions.  In addition, some conditions from previously issued permits/approvals have been corrected, changed, or removed.  These corrections, changes, and removals may include Title I changes (e.g., changes that add or modify synthetic minor emission limits).  IDEM has reviewed this application and has developed preliminary findings, consisting of a draft permit and several supporting documents, that would allow the applicant to make this change.

How can you participate in this process?
    The date that this notice is published in a newspaper marks the beginning of a 30-day public comment period.  If the 30th day of the comment period falls on a day when IDEM offices are closed for business, all comments must be postmarked or delivered in person on the next business day that IDEM is open.
    You may request that IDEM hold a public hearing about this draft permit.  If adverse comments concerning the air pollution impact of this draft permit are received, with a request for a public hearing, IDEM will decide whether or not to hold a public hearing.  IDEM could also decide to hold a public meeting instead of, or in addition to, a public hearing. If a public hearing or meeting is held, IDEM will make a separate announcement of the date, time, and location of that hearing or meeting.  At a hearing, you would have an opportunity to submit written comments and make verbal comments.  At a meeting, you would have an opportunity to submit written comments, ask questions, and discuss any air pollution concerns with IDEM staff.

    All comments will be considered by IDEM when we make a decision to issue or deny the permit.  Comments that are most likely to affect final permit decisions are those based on the rules and laws governing this permitting process (326 IAC 2), air quality issues, and technical issues.  IDEM does not have legal authority to regulate zoning, odor, or noise.  For such issues, please contact your local officials.

What will happen after IDEM makes a decision?
    Following the end of the public comment period, IDEM will issue a Notice of Decision stating whether the permit has been issued or denied. If the permit is issued, it may be different than the draft permit because of comments that were received during the public comment period.  If comments are received during the public notice period, the final decision will include a document that summarizes the comments and IDEM’s response to those comments.  If you have submitted comments or have asked to be added to the mailing list, you will receive a Notice of the Decision.  The notice will provide details on how you may appeal IDEM’s decision, if you disagree with that decision.  The final decision will also be available on the Internet at the address indicated above, at the local library indicated above, at the Regional Office indicated above, and the IDEM public file room on the 12th floor of the Indiana Government Center North, 100 N. Senate Avenue, Indianapolis, Indiana 46204-2251.
