Rhoades, who died Tuesday, served as a Warsaw City Council representative on the board.

Board President Bob Kline said Rhoades was an asset to the board.

"The person who replaces him will have big shoes to fill," Kline said.

Board member Gary Parker said Rhoades will be missed on the board.

"He has added a lot to the board and will be greatly missed," Parker said.

Pam Kennedy, Housing Opportunities of Warsaw executive director, reviewed current and proposed fair market rent rents with the board. The rates are the total of rent and utilities for residents on the housing voucher program.

Kennedy said the board is required to vote on rate standards each year prior to the start of the new fiscal year beginning Oct. 1.

The board approved to set the rates at 100 percent last year for the year Oct. 1, 2007, through Sept. 30, 2008.

Rates for a one-bedroom were $489; two-bedroom, $635; three-bedroom, $809; and four-bedroom, $941.

Proposed rates for 2008-2009 for a one-bedroom are $508; two-bedroom, $667; three-bedroom, $848; and four-bedroom, $988.

Kennedy said the board will vote on fair market rent rates next month.

The board also approved a contract with Loucks & Schwartz, Nappanee, to serve as HOW's new few accountant.

The board will meet again Sept. 22 at 5:15 p.m. at the housing office.

Board members are Kline, Parker, Tammy Keirn, David Kolbe, Melissa Frances and Karen Moeller.
