Hogan Honored For Sesquicentennial Work

Sally Hogan was honored at the city council meeting Monday for her work as chairwoman of the Sesquicentennial Celebration.

She was surprised by the award, attending, she thought, for an entirely different matter. Her husband, Jerry, came to the meeting with her.

"I don't know what we would have done without her," said Mayor Ernie Wiggins. "I certainly would have lost a secretary."

Wiggins' secretary, Michelle Bormet, Carmen Locke and Cindy Dobbins also were members of the steering committee.

Hogan was presented a seal of the city and a framed poster commemorating the city's 150th anniversary.

Several properties will be rezoned from residential to commercial south of Center Street along Roosevelt Street to Market Street; Argonne Road to Market Street; Taft Street to the alley north of Jefferson Street; and at Adams Street (undeveloped) to Market Street.

The plan commission reviewed the change in land use designation at the July 12 meeting.

City planner Jeff Noffsinger said all affected and adjacent property owners were notified of the change by registered mail. The area contains several single-family homes. None of the property owners remonstrated against the change.

The board also:

• Approved the establishment of a revolving loan fund for Housing Opportunities of Warsaw and Warsaw Housing Authority, as requested by Pam Kennedy, director of HOW and WHA. Kennedy said this allows excess funds to be kept in the city for housing rehabilitation use. Requests for the money will be made through the Warsaw Board of Works.

• Reviewed the Victims Assistance activities report, showing 44 victims served because of domestic violence, 17 each for child sexual abuse and stalking or harassment; three victims of adult sexual abuse; three for child physical abuse; two for other assault and one for robbery from January through June.

• Reviewed a letter to Troy Turley from the Indiana Department of Transportation regarding Turley's request for a stoplight on Ind. 15N and Gilliam Drive. INDOT indicated there was not enough traffic or a high accident rate at the intersection to warrant a stop light.

• Approved a transfer request by human services in the amount of $900 for supplies and a filing system.

• Approved an amendment to the 2004 salary ordinance regarding hourly rates for clerical workers ($8.24 per hour) for many departments. Clerk Elaine Call said this is a part-time position for many departments, usually filled by one person.

• Approved rezoning 6.47 acres on the west side of Mariner Drive from residential to arterial commercial. The undeveloped property is owned by Don Scearce.

• Approved the vacation of a north-south alley between Toni Narlene Hopper's and Marguerite Carlson's properties, east of Morton Street and south of Wilson Street.

• Held a public hearing for two voluntary annexation requests.

The first request is by Uzmez Inc. and Charlotte Piper to annex property south of Lake Street commonly known as Wilby's/Subway.

The second request is by Betty Hetler for property at 354 N Ind. 15.

If there is no remonstrance, approval for the annexations will be decided at the Aug. 16 council meeting.

• Approved the transfer of $1,000 from equipment to supplies in the continuing education account as requested by the police department.

• Approved a transfer of ownership of a fire department vehicle, a 1985 International 1900, to the Roann Volunteer Fire Department for $15,000.

• Approved a transfer of $57,872 from the general fund to the general bond fund to make a payment on the Logan Street bond. The money will return to the general fund when the city receives its tax allotment.

• Approved a tax abatement request by Spartech/Alchem Plastics Corp., 3454 N. Detroit St., for 10 years, $3.7 million in real property and for six years for $200,000 in real estate values. The company intends to add 31 jobs at the expanded facility for research and development.

• Reviewed a communication from Comcast indicating the company will be changing channels and high-speed Internet services when the cable franchise takes over from Insight Communications beginning Aug. 1.

City council members are Jeff Grose, Charlie Smith, George Clemens, Jerry Patterson, Bill Rhoades, Joe Thallemer and Bob Morrison.
