"Nice work, but not yet," is what the Warsaw Plan Commission told the developer of the Forest Park Mobile Home Monday night.
The stop work order the commission issued in June will remain in effect until the board's Aug. 10 meeting.
According to Gene Oliver, building commissioner of Warsaw, the developer and contractor have been very cooperative in correcting the 34 items that needed to be corrected before the order can be lifted. He estimated the corrective measures will be completed by the next commission meeting.
"We've agreed on a plan of action and everything is going smoothly," Oliver told the plan commission. "We're working together as a team to get these items corrected."
Oliver said nine of the 14 homes have been inspected, with five still needing to be done; and 13 of the 34 corrective measures have been completed. Most of the corrections involving the homes entail proper electrical and plumbing connections, installing vapor barriers under the homes already sited and occupied, and the proper venting of dryer vents.
Other corrective measures required at the development entail regrading soil, so storm water drainage flows away from the homes and not under them, and the removal of a mobile home currently sitting in the cul-de-sac of Phase I, Oliver said.
Despite the progress being made at the mobile home park, commission president Richard Keevan said he was opposed to lifting the stop work order until all the deficient items have been completed.
"We told the developers that these items must be corrected before we lifted the stop work order," Keevan said, prior to seeking a motion to table the issue.
Jeff Noffsinger, interim city planner, said the lesson developers need to learn from the delays at Forest Park is that the proper procedures need to be followed in the order the planning and building department have established them.
"In the past, there was some confusion of what the procedures are and in what order they should be accomplished," he said. "But it has to be understood that building permits need to be obtained before building begins and occupancy permits need to be obtained before occupancy takes place."
