FEDERAL HIGHWAY ADMINISTRATION - FOX FARM & OLD US 30

PUBLIC NOTICE The Kosciusko County Commissioners and the Federal Highway Administration (FHWA) intend to proceed with two intersection improvement projects and a roadway improvement project along Old US 30 in Kosciusko County (DES Numbers: 0710954 and 0710955). The Fox Farm intersection will also be improved, but it is being done as part of a separate project. FHWA is funding the projects and is designated as the lead Federal agency in this Section 106 undertaking. The projects are located along Old US 30, west of the City of Warsaw. The projects are in Wayne and Harrison Townships, Burket, Atwood and Warsaw Quadrangles, T32N, R5E, R6E and Sections 1, 2, 6, 7, 11 and 23. The proposed project will replace the existing T-intersection at Old US 30 and CR 350W with a single-lane roundabout intersection. The total length of the project, including approaches to the roundabout, will be approximately 1,600 feet. Additional drainage features will be necessary to handle the additional runoff associated to the increased pavement necessary for the roundabout. The drainage features will be located along the north side of Old US 30 between CR 350W and the Tippecanoe River. They will outlet into the river. The proposed project will also widen Old US 30, between CR 350W and Zimmer Road on the existing alignment. The improvement will include addition of a center turn lane. The new facility will be three total lanes - two 12 foot travel lanes and a 16 foot center turn lane. The length of this portion of the project is approximately 5,000 feet. The existing bridges over the Tippecanoe River and Marsh Ditch will not require improvements. Additional drainage features will be necessary to handle the additional runoff associated to the increased runoff from the widened road. The drainage features will be located along the road where possible, with basins located on various parcels adjacent to the roadway. The basins will collect runoff and discharge into the Tippecanoe River. The proposed project will also replace the existing T-intersection at Old US 30 and Zimmer Road with a single-lane roundabout intersection, but it will be designed to be expanded to a dual lane roundabout if future traffic volumes warrant. The total length of the project, including approaches to the roundabout, will be approximately 1,600 feet. Additional improvements include reconstruction of the road approaches and drives, storm sewer construction, detention basins and lighting. The property at the southeast corner of the project will be used for the detention basin and overflow system to the existing county regulated drain. The Kosciusko County Surveyor has agreed to allow storm water release from the detention basin to an existing regulated drain tile outlet. The proposed project will also widen Old US 30, between CR 350W and Zimmer Road on the existing alignment. The improvement will include addition of a center turn lane. The new facility will be three total lanes - two 12 foot travel lanes and a 16 foot center turn lane. The length of this portion of the project is approximately 5,000 feet. The existing bridge over the Tippecanoe River will not require improvements. Additional drainage features will be necessary to handle the additional runoff from the widened road. The drainage features will be located along the road where possible, with basins located on various parcels adjacent to the roadway. Due to the density of development along this portion of the corridor, it may not be possible to locate all necessary drainage features adjacent to the roadway. Some runoff may need to be diverted to available land near, but not adjacent to, Old US 30. The basins will collect runoff and discharge into the Tippecanoe River. It is anticipated that a total of 21.5 acres of permanent right-of-way and 7.9 acres of temporary right-of-way may be required. The Chinworth Bridge, carrying the Lake City Greenway over the Tippecanoe River, is listed in the National Register of Historic Places (NRHP) and the Creighton Brothers Egg Farm, located at 2778 W. Old US 30, is eligible for the NRHP. However, the proposed project will not adversely impact either property. As such, the FHWA has issued a "No Adverse Effect" finding for the project. In accordance with the National Historic Preservation Act, the views of the public are being sought regarding the effect of the proposed project on the historic elements as per 36 CFR 800.2(d), 800.3(e) and 800.6(a)(4). Pursuant to 36 CFR 800.6(a)(4), the documentation specified in 36 CFR 800.11(e) is available for inspection in Bernardin Lochmueller & Associates, Inc. (BLA) Indianapolis office. This documentation serves as the basis for the FHWA's "No Adverse Effect" finding. Please reply no later than September 14, 2009 to the contact listed below.
