Early Start Fees Will Be Charged By Planning Office

If construction is already underway when a contractor or home owner applies for a building permit, there is a $500 fee.

Otherwise the permit is free.

County planning director Dan Richard said some plan department staffers ask if the work is underway and others don't.

"Do we keep asking (if work has begun) or do we just assume it hasn't?" he asked the Area Plan Commission members Wednesday.

The members advised Richard that all staff members should ask about the start of construction, and if underway without a permit, the $500 fee should apply.

The board approved the final plat for Hawthorne Subdivision's Phase two. The development is east of CR 250E, north of EMS C 26 Lane and south of CR 450N.

Phase II includes Lots 31 through 75.

Assistant planner Matt Sandy noted there were several erosion control violations in Phase I of the development.

Lawyer Steve Snyder, appearing for MNS Land Development of Milford, said the developers will make sure each builder knows what needs to be done.

The Hawthorne Phase II plat was approved unanimously.

The board continued the case of Martin and Edna Dider to March with the stipulation that the petition for preliminary plat approval be readvertised and the adjoining property owners be notified of the meeting.

The request is for a residential development on a 7.268 acre tract of ground. It has been continued for several months. The property is on the north side of the B&O Railroad, west of East Shore Drive in Turkey Creek Township.

The health department stipulates that developments here must be serviced by the Turkey Creek Sewer District. If wetlands are disturbed, wetland restoration may have to be negotiated, too.

The commissioners established a committee to study the formation of an "overlap" district for rezoning and the consequent development of property along Ind. 15, north and south of Warsaw.

One thing the planners would like to have is very few cuts onto the state road. Developers would be expected to make use of existing county roads and plan "interior" streets.

The overlay district will extend one mile to either side of the highway.

Member Charlene Knispel recommended that the plan include development along all highways in the county within the APC's influence.

Overlay district ordinance committee members include Knispel, Charles Haffner, Tony Etienne and Kevin McSherry.

Officers for the board remain the same in 2007. Vic Virgil, chairman; Charles Hapner, vice chairman; and Dick Kemper, secretary.

Board members include Charlene Knispel, Kevin McSherry, Tony Etienne, Norm Lovell, Bob Conley and Larry Coplen.

Conley, Coplen and Kemper were absent.
