In other business, the board approved hiring a new part-time position, an administrative assistant, at Warsaw Fire Department. The board approved Sheila Mahoney to fill the position.
Warsaw City Council, at its budget meeting last year, reviewed a resolution cutting 2011 budgets.
During the December council meeting, councilman Kyle Babcock was assured by members of the board of works that no new part-time positions would be filled without input from the city council.
Wiggins said he spoke with council members before Friday's board of works meeting who said they supported hiring the new part-time administrative position.
Wiggins made the motion to approve hiring the part-time position, and board member Joe Thallemer seconded the motion. Councilman Charlie Smith was absent during Friday's board of works meeting.
Babcock attended Friday's board of works meeting and said he did not support hiring a new employee.
"Like any business when times are tough, everyone pitches in to help. I think we have enough people working in various departments to help out the administrative tasks outlined," Babcock said.
Jennifer Whitaker, Warsaw human resources director, said the position was placed in the fire territory 2010 and 2011 budget.
The territory board made a recommendation to the board of works at its July 2010 meeting that the position be filled.
Whitaker said the position needs to be filled to assist with the increased requirements for sending reports to the state.
Whitaker also said payroll and budget tasks have increased, and education programs and records that should be maintained have not because of the shortage of staff.
The board also approved Warsaw Police Department applying for a $12,800 grant from the Kosciusko K21 Foundation to purchase seven bicycles for the police department. If awarded, the grant will allow the department to purchase four new bicycles, and three replacement bicycles, to be used by officers for park, downtown, greenway and neighborhood patrol.
The board also approved WPD applying for a $3,845 grant from K21 Foundation that will cover expenses for the second annual Victims Services 5K Walk and Run April 9 in Winona Lake.
