Taxpayers shall have the right to be heard and/or to present written testimony on the budgets, tax rates and tax levies as adopted by the above named taxing units. Any appeal filed by ten (10) or more taxpayers or one (1) taxpayer that owns property that represents at least ten percent (10%) of the taxable assessed valuation in the political subdivision with the County Auditor from the action of the County Board of Tax Adjustment, under IC 6-1.1-17-3, or any appeal filed by the proper officers of the above named taxing units, under IC 6-1.1.1715, from the action of the County Board of Tax Adjustment or any appeal filed pursuant to IC 6-1.1-19-2 and IC 6-1.1-18.5-13, must specifically identify the provisions of the budget, tax rate, or tax levy to which an objection is made. The County Auditor shall forward the statement, along with the taxing unit's budget, to the Department of Local Government Finance. The Department of Local Government Finance, at its discretion, may hold a hearing on the matter by notifying the first ten (10) taxpayers named in the objecting petition of the date, time and place of the hearing.
