WINONA LAKE - Reconstruction of CR 250E will begin in earnest this spring.
Winona Lake Town Council Tuesday also reported soil testing by Earth Explosions will cost $15,540 and engineering work by Bonar and Associates will be $17,094 plus an additional $7,500 for design and supervisory work.
The council has budgeted $25,000 for these contracted services.

Heard the Reneker Appreciation Dinner at Stonehenge Golf Club is March 22 at 6 p.m., and Kosciusko Community Hospital has set a Health Fest, beginning at 8:30 a.m., for May 11.
Heard the parks department will develop the job description for an activity director, who will also serve as an activity director for the senior center and be a town employee.
Approved a contract with Jennifer Ortega to produce original artwork for the Winona Fourth of July Celebration. Ortega requested she approve selection of the paper, color specifications and do a press check if possible. The artist is to receive $2 from each poster sold, or $250, due June 7.
Heard Winona Lake postmaster Dave Warner retired after 31 years of service.
Tabled approval of the building code fee schedule until more information was provided. Penalties were given as not less than $10 nor more than $300. Council member Jerry Clevenger said this was too discretionary and asked for a more detailed schedule.
Street superintendent Pete O'Connell said $9,212 has been spent on lift stations and a generator. Under the Severn Trent public works agreement the company pays the first $10,000 in equipment repairs and upgrades.
O'Connell said several manholes on the island have had asphalt dumped in them, which will have to be removed.
He wanted to know what company worked there last.
Town manager Craig Allebach said he was sure Phend and Brown had done work on the island most recently.
O'Connell also reported he wants to finish work on the street department building - complete drywall installation, paint, etc., and has received a couple of quotes for the work.
Approved a contract with Rick's Electronics to set up the computers at the senior center for $7,921.
Approved H.R. Umbaugh and Associates to undertake a sewage rate study as part of an application for a state revolving loan. The loan will be for an extensive sewage line rehabilitation project.
Questioned an invoice from R.P. Murphy and Associates for payment for a semi-annual report. Town clerk-treasurer Retha Hicks said the payments to Murphy for administrative services were not to exceed 18 percent of the housing authority rehabilitation project and have been paid. Part of the agreement includes required, scheduled reports.
Town council members are David Delp, Craig Snow, Jerry Clevenger and Jeff Carroll. Rolly Ortega was absent.
