An archery shop will have to work a little harder to open a shop on the north side of Syracuse after Wednesday’s Kosciusko County Area Planning Commission meeting.
Sawyer’s Country Edge is currently operating out of the home of Ron and Jeanie Stuckman on County Line Road. The Stuckmans purchased a former home that was converted to a day care facility at 1205 N. Long Road. The building was damaged by a fire last fall.
The land is zoned residential, and day care centers are permitted to operate on residential properties. The Stuckmans seek a change to commercial zoning, but the commission balked because of concerns of what might go on the property once the Stuckmans are done with it.
The building is south of a ball diamond adjacent to St. Andrews United Methodist Church.
Ron Stuckman told the commission he and his family want to have a retail store in the building as well as an indoor shooting range. He assured the plan commission there would be no outdoor range on the property.
The board went out of its way to neither advise the Stuckmans nor wish them ill will, but recognized that once a property is zoned commercial, it can be used for any number of purposes, many of which might fit poorly in that type of neighborhood.
The board voted to table the case until its July 11 meeting, allowing time for the Stuckmans to consult an attorney and propose an exception to the zoning that would allow all parties to move forward. The Syracuse Town Council will also have to approve any plan the Stuckmans have, once they receive APC approval.
A bond extension was granted to Terry Shepherd until March 2019 for the second phase of his Candlewood Estates subdivision. A cul-de-sac and drainage work in the project need to be finished, and a temporary access road needs to be removed before then.
The subdivision is on East CR 400S, east of Packerton Road south of Warsaw.
Shepherd has final plat approval, and the bond on file with the county was for a previous version of the development. The board moved to allow them to use this existing bond with the condition that Shepherd provide detailed quotes for the work to be completed and can show that the current bond amount will cover this work.
A preliminary plat by Growing Kids Management Group for a day care center on CR 200N east of Biomet Drive was approved. The plan will see construction on the eastern most of the two lots, while the west lot will remain largely untouched for drainage and green space purposes.
The plot is on land that is part of a City of Warsaw annexation plan that could be finalized later this year. A representative from Growing Kids said they’d like to move forward with construction, and they have options (either a holding tank or a septic system) for waste handling until the city installs a sanitary sewer line.
A request for an alley vacation in Packerton was tabled until July 11 after the petitioner, Clark Shepherd, didn’t show up at Wednesday’s meeting.
