County Buys Check Scanner

The county will process checks in-house rather than outsourcing it.

Sue Ann Mitchell, Kosciusko County treasurer, brought a request to the Kosciusko County Council Thursday night.

The cost of a check scanner, along with software and other equipment, costs around $25,000.

Mitchell compared the system to what they have at stores like Walmart.

The county pays $12,000 a year to outsource the check processing.

Mitchell said she would look to add two part-time employees the first year of the new system.

“I like the idea of bringing it back to the courthouse and having our employees handle it,” said county councilman James Moyer.

Mitchell also requested a $9,000 transfer to pay part-time staff.

The transfer request was approved unanimously.

Mitchell said she expects to appear before the council again at its September meeting to request permission to seek out investments of municipal bonds with higher rates than in years past.

County Clerk Jason McSherry was given permission to replace a full-time position that has been empty since February.

The entry-level job would be processing traffic tickets. The starting pay would be $9.13 an hour.

Sue Studebaker, from the Kosciusko County Recycling Depot, asked for and received permission to take an $82,000 additional appropriation.

The money will be used to build an addition on to the building on South Union Street in Warsaw.

The money is coming from an account generated solely by the Kosciusko County Solid Waste District.

Due to a new state law, the council approved transfers to a county 911 fund.

County Administrator Ron Robinson told the council that work is progressing on the roundabout project at Zimmer Road and Old 30.

The project is scheduled for completion sometime in November.

The council will meet two more times this month for budget hearings. The first is Aug. 20, and the second is Aug. 23.

They both start at 6 p.m. in the old courtroom at the Kosciusko County Courthouse.

The council’s next regular meeting is Sept. 13.
