Warsaw's salary ordinance will have to be redrafted, as councilmen placed a 6 percent cap on salary increases, exceeding the standard 3 percent raise for 2005.
The board met in a special session Monday following a plan commission meeting to discuss the salary ordinance, health insurance and contracts for professional services and payments to nonprofit organizations.
Several positions were slated for 4 percent salary increases: the first deputy clerk, two clerical positions in the clerk's office, the assistant superintendent of public works and the public works administrative assistant. The city planner, global information system coordinator and the planning department's administrative assistant were slated for raises exceeding 10 percent.
The council agreed to a 6 percent cap on salary increases until a committee governing wages and salaries is established.
The board also discussed changes to the health insurance policy - if all the options are selected, the city could save $287,720.
More than $1.2 million has been budgeted for health insurance coverage in 2005.
The council set limits on payments to nonprofit organizations. The contracts will be decided by the Board of Works.

No decision was made regarding the Kosciusko Area Bus Service request. The board was divided between keeping last year's $18,500 fee and supporting the capital improvement request for a total of $31,958,
Professional contracts were given as $7,000 for HJ Umbaugh and Associates; $7,500 for the Bowen Center Employee Assistance Program; $100,000 for Parker Street engineering; $9,000 for legal and professional fees; ADP $10,000; and $2,000 for MedStat.
Warsaw council members are: Jeff Grose, Charlie Smith, George Clemens, Jerry Patterson, Bill Rhoades, Joe Thallemer and Bob Morrison. Grose was absent.
The next council meeting will begin at 6 p.m. Aug. 16.
