City Promotes Two At WPD

Promotions for Warsaw Police Department Detective Lt. Steven Adang and Operations Sgt. Larry Engle to lieutenant were approved by the Warsaw Board of Works Friday.

Adang was hired Jan. 1, 1983; Engle was hired April 22, 1976. Each will receive a salary of $1,901.18 bi-weekly, upon the recommendation of Chief Steve Foster. Adang oversees five detectives and one civilian clerk. Engle is in charge of 11 civilian employees and ordinance officer Steve Brown.

A couple of weeks ago, bids for rentals and cleaning of uniforms, floor mats and other shop supplies were received for the street department and wastewater treatment plant. Human resources manager Jennifer Whitaker was asked to estimate weekly costs of services based on average usage.

Whitaker reported Friday that the total weekly charge for Aramark of Fort Wayne would be $326.10 for both departments; Cintas also of Fort Wayne, $337.95; and Wildman of Warsaw, $379.75. She cautioned the board that the terms were different for each company. One wanted a five-year commitment, another gave prices for one year. She said there were other costs, like replacement costs, that would completely change weekly charges. She would not make any recommendation.

Board of Works member Charlie Smith said he wants to award contracts to local bidders, but he also has to look at the lowest bidder.

Mayor Ernie Wiggins said he was not in favor of any five-year contract.

Uniform company representatives Keith Sampson of Wildman, Bob Flem of Cintas and Tom Jones of Aramark all spoke on behalf of their employers. The board tabled the decision until the next meeting. Wiggins said he would look into the bid proposals further.

The board also:

• Approved Public Works Superintendent Lacy Francis Jr.'s request to advertise bids for the next recycling contract and for supplies and materials for street work.

• Approved demolition of the house at 2216 E. Center St. as requested by Warsaw Fire Chief Matt Warren. Costs for tearing down the building are $4,355 as quoted by Gawthrop Concrete and Demolition, Leesburg. The work will begin Oct. 25 and the area will be made into a parking lot.

• Agreed to release a mortgage on 617 Widaman St., as requested by Linda Beall of the Warsaw Housing Authority. The owner has moved, paying off the forgivable portion of an owner-occupied rehabilitation loan with the sale of the house. The mortgage amount, $30,419.93 will be placed in the Home of Your Own account.

• Approved acceptance of a $3,387 grant with a city match of $377 from the Indiana Criminal Justice Institute to purchase one Mobile Vision In-Car Video System, as requested by WPD Capt. Perry Hunter.

• Approved a $20 contract with Casey Morgan to be a dance instructor for the Warsaw Parks Department's Big Swing Fling Nov. 5.

• Approved a $3,000 contract with ESRI Inc. to maintain the global information system software.

• Approved a three-year contract with Safety-Kleen as requested by the street department for $99 per month for one year to recycle solvents and other chemicals.

• Approved the part-time hiring of Thomas Summy, Jeffrey Horning and Shawn Minglin as part-time leaf crew laborers for the street department for $8 per hour; of Timothy Beatty as a street department laborer for $10.50 per hour; and heard patrol officer Brian Roberts has completed his one-year probationary period with the police department. Travel requests were granted to Dave Beall, Brandon Zartman, Brandon Smith, Mike Brubaker, Kerry Stogsdill, Jennifer Whitaker and Michelle Bormet.

• Approved encroachment agreements for signs into the city right of way at 1810 E. Center St. and 111 E. Winona Ave., as recommended by the Warsaw Board of Zoning Appeals.

• Heard Bob List and Bishop's Books received funds from the city's facade program. List had 13 new windows installed and Bishop's storefront was painted, according to Carmen Locke of the Warsaw Community Development Corp. She also said a ribbon-cutting is scheduled at the Shuttle Shop on Market Street Tuesday at 3 p.m.
