City OKs Zimmer Warehouse Facility Rezoning Request

The Warsaw City Council approved a request at its meeting Monday to rezone property at 1113 W. Lake St. to allow for a warehouse facility.
The zoning will change from C-2, general business, to I-2, light industrial, to allow for a maintenance storage structure. The property will be used for industrial uses including warehousing and light manufacturing.The approximate acres rezoned is 10.3, and is property formerly occupied by Big Lots.
Zimmer Holdings Inc. previously presented the request at the March 12 plan commission meeting. The commission approved submitting a favorable recommendation to the city council for the rezoning request.
The council also reviewed a letter from Kosciusko County Auditor Sue Ann Mitchell.
The letter states she received a request from Thomas Alan Edgar, 1555 N. CR 175E, Warsaw, to combine a parcel he currently owns in Wayne Township with a tract of ground he has purchased from Harrison Lake Development Inc. that is in the city of Warsaw.
Edgar attended the meeting and requested a de-annexation for the property and the property to be taken out of city jurisdiction and put into county jurisdiction.
"My dream is to have the property as one piece of land and as one tax parcel," Edgar said.
Mayor Ernie Wiggins said Edgar would need to work with City Planner Jeremy Skinner to put the request in ordinance form and submit it to the council for approval.
The council supported Edgar moving forward with his request.
Councilman Bill Rhoades told the council he has spoken with representatives from the Zimmer Hotel and they have requested lighting be installed in the parking lot on the northeast corner of the hotel for safety.
Rhoades said the hotel leases the parking lot from the city. Rhoades spoke with NIPSCO and they informed him if new light poles were installed, it will cost the city $18 a month to light the parking lot.
"I am seeking direction on this issues because the city may or may not lease the lot next year," Rhoades said.
Wiggins said he will talk to Zimmer and Street Superintendent Lacy Francis about the parking lot light issues.
The council reviewed a press release from Indiana Department of Transportation for a project that started Monday to raise the superstructures and replace the decks on U.S. 30 bridges over Ind. 15 and the nearby Norfolk Southern railroad. The scheduled completion date is Nov. 2.
The city council also:
n Approved an ordinance to allow for a C-5 commercial zoning on a 13-acre tract of land located at U.S. 30 and Anchorage Road. A public hearing was held at the March 19 city council meeting.
n Approved an ordinance transferring $10,000 from the city's riverboat fund into buildings to purchase property at 420 Little League Drive for the Warsaw Park Department that will be used to hold activities.
n Approved an annexation city plan for Warsaw by Haldewang Associates LLC & Shirley Wong for approximately 0.28 miles of Anchorage Road that will be brought into the city. This will allow for a variety of commercial and professional offices uses to develop. As a result of the annexed territory, an additional $4,600 in annual tax revenue can be assumed.
n Approved a resolution from the building and planning department for a $11,846.57 grant reimbursement for the Chinworth Bridge Trail project. The project is part of the Lake City Greenway project.
The grant that Warsaw received from Indiana Department of Transportation covers 80 percent of the construction management fee for the project. The city will pay 100 percent and get back 80 percent from INDOT.
n Approved nine tax abatement CF-1 compliance review forms. The tax abatements are for 2780 E. Durbin Street -Warsaw Engineering & Fabricating; 700 Orthopaedic Drive - Depuy Orthopaedics Inc.; 120 E. Center St. - Welsh Development; 2100 N. Detroit St. -Whitmet Inc.; 1600-1610 Armstrong Road and 1777 W. Center St. - Zimmer Production Inc.; 4000 E. Corridor Drive - Mayken Industries and 4130 Corridor Drive - LRC Products Inc.
Other tax abatement forms approved were at 3454 N. Detroit St. - Spartech Plastics and 1510 Armstrong Road-Flomar Realty Co. LLC.
