City OKs Alley Vacation, Reviews Ind. 15 Lane Restriction Information

Warsaw City Council during Monday night's meeting approved an alley vacation request in Warsaw.
The public hearing was to review a request from petitioners Tony and Kathleen Lloyd for an alley vacation north of Patten Monument, 633 S. Buffalo St.Warsaw Plan Commission approved, at its April 14 meeting, submitting a favorable recommendation to the city council for the alley vacation.
Good To Go gas station, South Buffalo Street, owned by Don Good, is to the north of the west half of the alley that will be vacated.
The petition states no access to another property or any public place will be impaired by the alley vacation.
The council reviewed a letter dated April 23 sent to Warsaw Clerk-Treasurer Elaine Call from David Tyler, Relyt Inc. president, stating his concerns with the alley vacation.
Relyt Inc., Leesburg, owns a 10-acre parcel and a 0.75-acre parcel of undeveloped, wooded real estate in Warsaw that has very limited public access.
The parcel is east of the alley that will be vacated.
"In a sincere effort to protect the valuable public access to our property, we must object to the proposed vacation of this public way and ask that it not be allowed," Tyler wrote in the letter.
In other business, the council reviewed an e-mail from J. Daniel Pickett, Indiana Department of Transportation construction project manager.
The e-mail stated Ind. 15 will be restricted to one 12-foot-wide lane in each direction from the Buffalo Street/Winona Avenue intersection to the Winona Avenue/Detroit Street intersection beginning Wednesday.
The project will be a widening and resurfacing project. Work will include adding turn lanes and signal modification.
Turning traffic will share the same lanes as through traffic with tight turning radii. Drivers should expect very congested traffic with stop-and-go delays due to periodic flagging operations.
Motorists are urged to avoid the construction area if possible. The restriction is scheduled to end by May 30.
The council also reviewed an e-mail sent to councilman Jeff Grose dated May 2 from Linda Byer, biologist for Kankakee Fish & Wildlife Area, North Judson.
Byer requested Warsaw expand its deer-reduction nuisance zones within the city for the next deer-reduction effort.
Grose said the deer task force will meet in the next four weeks to discuss possible additional deer-reduction zones within the city limits.
Councilman Joe Thallemer thanked the Warsaw Police Department and Warsaw Fire Department for their efforts when Former President Bill Clinton visited Warsaw Saturday and spoke at the Warsaw Community High School Career Center Gymnasium.
