City OKs 2010 Budget Ordinance

Warsaw City Council adopted the 2010 budget Tuesday.

"Knowing we've had discussion on future line one cuts out of personal services, I would venture to say after the first of November we will ask department heads to start looking at line two cuts," said Warsaw Mayor Ernie Wiggins.

Council President Joe Thallemer said the council has had discussion that line one cuts would happen in the future."We know that they will come because the current budgets have some salaries that are not flatlined. I suggest we approve the budget with scrutiny to follow in line one and two cuts," Thallemer said.

Thallemer made a motion to adopt the 2010 budget, and councilman Charlie Smith seconded the motion.

The council also approved an ordinance from the Warsaw Fire Department to transfer $3,000 in fire cumulative funds from machinery and equipment into buildings. The transfer represents the department's portion for a fire training prop purchased from American Fire Training Systems.

Warsaw Fire Chief Mike Rice said the fire training facility project is a four-story facility made of steel that will be used to set live fires for training new firefighters.

The council also approved a transfer ordinance for Warsaw Police Department to transfer $20,000 from police operating supplies to police equipment, and transfer $20,000 from police utilities to police equipment.

WPD Chief Perry Hunter said the purpose of the transfer is to replenish funds that will be used to pay part of the cost for the replacement police car that was damaged and equipment for the vehicle. The transfer also will allow the department to purchase tasers and holsters, ballistic vests, new hire equipment and replacement firearms out of the 2009 budget.

The council tabled a request to transfer funds to cover anticipated winter preparation expenses for department vehicles and for tree removal on the west side of Warsaw Municipal Airport. The council will continue discussion on the issue at Monday's city council meeting.

Warsaw Deer Task Force Chair Jeff Grose said the task force will ask the council at Monday night's city council meeting to approve nuisance zones as reduction zones to allow trained archers to hunt in them.

The proposed zones include Logan Street, north of Rozella Ford Golf Course; the area west of Country Club Road; and Hidden Lake behind Smith Tire along Ind. 15N.

The council, at its Sept. 8 meeting, approved task force members hunting in reduction zones in Springhill Addition and the area around Kosciusko Community Hospital.

The archers have hunted in the reduction zones since Sept. 15 and will continue until Dec. 18. Archers hunt weekdays from dusk to dawn. They do not hunt on weekends or holidays.

The council also approved an ordinance to transfer $1,000 from council insurance to council communication and transportation to pay for travel expenses.
