    State Revolving Fund (SRF) Loan Program Categorical Exclusion (CE):  City of Warsaw, Kosciusko County, Plain and Wayne Township, Preliminary Engineering Report Addendum No. 1:  Sewer Rehabilitation 2017; SRF Project WW 17 15 43 01.

    To all interested parties:  this is notification that the City of Warsaw’s Sewer Rehabilitation project is categorically excluded from substantive environmental review.  The SRF is submitting the CE for public notice.

    Warsaw’s collection system experiences significant infiltration and inflow (I&I) during wet weather events that causes spikes in wastewater flows at its wastewater treatment plant.  In addition, the city has recently been experiencing several sewer collapses resulting in costly emergency repairs that involve bypass pumping, rehabilitating or repairing sewers, and repairing other utilities impacted by the collapses.

    This addendum will include additional cured-in-place-pipe (CIPP) lining of sewer segments, spot repairs and sewer segment replacements.

    Addendum No. 1 includes:  CIPP lining approximately 10,000 feet of sanitary sewers ranging in size from 6-inches to 36-inches; reinstating approximately 100 laterals; removing approximately ten protruding laterals; replacing approximately 1,300 feet of 4-inch to 8-inch sanitary sewers with 8-inch sewers; replacing approximately 20 manholes; and reconnecting approximately 30 laterals to the main sewer. In addition, sewer segment 087 which crosses under SR 30 and approved in the original PER for CIPP lining will require a new gravity sewer to be used as a bypass pipe when lining segment 087.  This bypass pipe will be an 18-inch sewer with a length of approximately 400 feet to be installed by horizontal directional drilling and connected to an existing sewer with the installation of two new manholes.

    The No Action was rejected since the sewers will continue to deteriorate causing future sewer failures and continual risk to public health and safety.

    Total cost for this addendum is approximately $2,214,000.  Warsaw will finance this addendum with funds available in an existing loan from the SRF Loan Program.  However, this cost includes $84,000 that will cover additional engineering fees and permitting fees that will be paid with local funds.
