The City of Warsaw is applying for a construction grant funded by the Community Development Block Grant (CDBG) Blight Clearance Program, administered by the Indiana Office of Community and Rural Affairs (OCRA). The need for the construction grant is to help fund the demolition and remediation of the environmental conditions of two blighted buildings located at 1600 East Winona Avenue, Warsaw, Indiana, and 1624 East Winona Avenue, Warsaw, Indiana. The project site is owned by Fellowship Missions, Inc. and will be the sub-recipient and the City of Warsaw will be the lead applicant.
The intent of the project and the need for a CDBG construction grant is to demolish and remediate the environmental conditions of the two blighted buildings as they have been underutilized and have deteriorated since former industrial uses ceased around 2000, making the subject site unsafe. Jomac Products, Inc. previously operated a coated glove manufacturing business. The site has been owned by two non-profit organizations with Fellowship Missions as the current owner.
The City of Warsaw will hold its second public hearing on Monday, December 16, 2024, at 7 PM at 102 S. Buffalo St., Warsaw, Indiana, to provide an opportunity for residents to learn more about the project and the need for the grant. The City is eligible to apply for up to $500,000 in CDBG funds from the Blight Clearance Program and will be applying for $500,000 in CDBG funds. The total project cost is estimated at $694,943 to demolish and remediate the environmental conditions. Approximately $194,943 of the total cost will be the local match, with Fellowship Missions committing $77,896 from their general Operating Account, the City of Warsaw is seeking OCRA’s approval to use $22,247.10 as an In-Kind contribution, and the City of Warsaw will use a $94,800 grant from the Indiana Brownfields Petroleum Orphan Site Initiative.
If awarded, approximately 49.10% of the grant award ($245,500) will be used to benefit low-to-moderate-income individuals on an area-wide basis. Interested residents are invited to provide comments regarding the demolition of the blighted buildings and environmental remediation either at the public hearing or by prior written statement. Accommodations for individuals with disabilities or with limited English proficiency can be requested at the contact information below. This project will result in the displacement of no individuals or businesses. Information concerning the proposed project may be obtained from Justin Taylor, and his contact information is provided below.
