The City of Warsaw is applying for a construction grant funded by the Community Development Block Grant (CDBG) Blight Clearance Program, administered by the Indiana Office of Community and Rural Affairs (OCRA). The need for the construction grant is to help fund the demolition and remediate environmental conditions of blighted buildings located on three parcels in the 1600 block of East Winona Avenue in Warsaw, Indiana. The project site is owned by Fellowship Missions, Inc. and will be a sub-recipient with the City of Warsaw serving as the lead applicant.
The intent of the project is to remediate the environmental conditions of the blighted buildings as they have been underutilized and have deteriorated since former industrial uses ceased around 2000, making the subject site unsafe. Jomac Products, Inc. previously operated a coated glove manufacturing business. The site has most recently been used for storage by various non-profit organizations. A CDBG grant will aid in the remediating of the environmental, blighted conditions to prepare Fellowship Missions, Inc. to later redevelop the site into a homeless shelter and passive park-green space. This project will improve the aesthetics of the corridor and make the site an asset to the community that serves a disadvantaged population.
The City of Warsaw will hold its first public hearing on Monday, April 15, 2024, at 7 PM at 102 S. Buffalo St., Warsaw, IN to provide residents an opportunity to learn more about the project and the need to apply for the grant. The City is eligible to apply for up to $500,000 in CDBG funds for the Blight Clearance Program and will be applying for $500,000 in CDBG funds. Fellowship Missions is committing at least 10% or $55,000 as the local match, with an estimated project cost of $550,000. However, the City of Warsaw and Fellowship Missions are working to obtain detailed cost estimates to have a better understanding of the total project costs for the demolition and remediation of the environmental site conditions before the proposal application due date of April 26, 2024.
If awarded, approximately 41.75% of the grant award ($208,750) will be used to benefit low-to-moderate-income individuals on an area-wide basis. Interested residents are invited to provide comments regarding the demolition of the blighted buildings and environmental remediation either at the public hearing or by prior written statement. Accommodations for individuals with disabilities or with limited English proficiency can be requested at the contact information below. This project will result in the displacement of no individuals or businesses. Information concerning the proposed project may be obtained from Justin Taylor, and his contact information is provided below.
