LEGAL NOTICE Date: April 10, 2009 State Revolving Fund Loan Program Categorical Exclusion (CE): Nappanee, Elkhart/Kosciusko counties. Preliminary Engineering Report: Wastewater Treatment Plant Improvements. SRF Project # WW 09 14 20 01 To all interested parties: this is notification that the city of Nappanee wastewater treatment plant (WWTP) improvements projects is categorically excluded from substantive environmental review. The State Revolving Fund (SRF) Loan Program is submitting the CE for public notice. The project will consist of improving the following operations at the WWTP: sludge digestion and storage, disinfection, and Supervisory Control and Data Acquisition. Project cost is estimated to be $4,485,000. Nappanee will finance the project with a 20-year loan from the State Revolving Fund (SRF) Loan Program at an interest rate to be determined at the time of loan closing. Monthly user rates and charges may need to be analyzed to determine if adjustments are required for loan repayment. There are no feasible alternatives to the proposed action. The "no-action" alternative was rejected. The documentation supporting this CE is available for review at the following locations: City Hall, 300 W.
