Staff Report-
Indiana will designate its 2016 Stellar Communities Aug. 18 at the state fair, and the City of Warsaw is one of three finalists vying for the honor. To inform the community about the proposed projects the city has in mind as part of the Stellar Community Program, and to gather input, Warsaw has created a Facebook page under “Warsaw + Winona Lake A Stellar Connection.” Each week, the Facebook page will detail two of the proposals, which also will be published in the Times-Union. The first highlighted project is the Argonne Road streetscape. The Argonne Road streetscape is a transportation project designed to improve safety and access for businesses and travelers, while creating a visually stunning gateway between Warsaw and Winona Lake. Argonne Road has served as the key connection between Warsaw and Winona Lake for many years, according to the information provided by the city. As the community grows, the needs for the street change. Local truck traffic and passing car traffic needs to be accommodated, and the current patchwork construction does not serve the uses efficiently. A new, intentionally designed streetscape will allow for local truck traffic to serve businesses on the truck route and motorists to move safely and efficiently, while creating an inviting atmosphere for locals and visitors going to between Warsaw and Winona Lake. The goals are to: • Create a visually appealing streetscape for a key gateway and main connection between Warsaw and Winona Lake. • Provide for safer walking along Argonne Road. • Eliminate dangerous 90-degree parking on Argonne Road while still allowing parking for businesses. • Reduce wide, undefined curb cuts. • Add sidewalks and tree lawns. • Redesign to safely accommodate all users. • Landscaping and bridge enhancement to beautify the Gateway. • Evaluate the bridge underpass for pedestrian and bicycle access. • Ties into previous street improvements on Parker Street.
