City Approves Refinancing Sewage Works Bond

Warsaw City Council approved refinancing a sewage works bond during Monday’s council meeting.
Todd Samuelson, Umbaugh & Associates, attended Monday night’s meeting to present the sewage bond information.
Councilwoman Elaine Call made the motion to refinance the 2003 bond, seconded by councilman Jerry Frush.
Samuelson said the total bond is $5,790,000 if paid off by June 2023.
The city will save $729,000 by refinancing the bond, Warsaw Mayor Joe Thallemer said.
Samuelson said a new sewer plant is coming on line and there will be a reduction in operating costs as a result of the sewage works.
Samuelson said the city will have formal approval of a bond resolution for the sewage works in June.
In other business, Monica Boyer, Warsaw resident, said there is legislation that has been approved by the Indiana General Assembly about posting ordinance changes and she asked for transparency in the posting of the city’s ordinance changes.
Lynne Christiansen, clerk-treasurer, said the ordinances are collected and updated for the municipal mode on the city’s website.
Jeff Grose, councilman, said ordinance changes can only occur in public meetings.
Jerry Frush, councilman, suggested ordinance changes be displayed in the glass cases at city hall where agendas are posted.
