Jeff Noffsinger's resignation was accepted by the Warsaw Board of Works Friday. The city planner will leave Sept. 17 to begin work as the Syracuse town manager Sept. 20.
"I want to thank him for all the work he's done for the community," said Warsaw Mayor Ernie Wiggins of Noffsinger's nearly seven years of employment. "The boardwalk would never have happened with out his determination."
Wiggins and board members Jerry Patterson and Charlie Smith accepted the final change order for the northeast interceptor project now 114 days over the original contract time. Contractors Woodruff and Sons have worked on the project since March 2003, laying sanitary sewer line, to the CR 150E wastewater treatment plant.
Unstable soils were encountered south of U.S. 30 and again behind the Applebees Restaurant causing delays and extra materials for the job.
The original contract price was $2,302,232, with the final increase, the contract cost is $2,657,807, a 14 percent increase.
Human relations director Jennifer Whitaker presented quotes for shirts, pants, jackets, towels, mats and other services from Aramark, Cintas and Wildman uniform companies. The bids were accepted at the last BOW meeting. Patterson and Smith said it was hard to find the lowest bidder because the number of shirts, towels and rugs used by the city were not included.
The item was tabled again until department heads present an estimate of these items. Currently all three companies are used in various capacities by the departments.
Also tabled was a contract agreement with Pierce Manufacturing for a new ladder truck. The city plans to enter into a lease purchase agreement with a public financing company or local bank. It was noted there is enough in the cumulative fire fund to pay for the $756,823 vehicle, leaving little for other projects. The cumulative fire fund receives $200,000 per year.

Approved a contract with Leslie Coatings Inc. to seal, color coat and stripe the Boggs Park basketball court for $7,100 as requested by the parks department.
approved a renewal contract with Gardner Denver Blower Division to an annual maintenance program costing $5,000 plus $387 for new bearing housings for blowers at treatment plant in Boggs Park.
Accepted as public roads three streets in the third addition of Pheasant Ridge subdivision: Salman Drive, .23 mile; Pheasant Ridge Drive, .36 mile; Trailsend Court, .07 mile; and Ringneck Trail. 16 mile.
