Carroll Resigns From Winona Council

WINONA LAKE - District 5 Winona Lake councilman Jeff Carroll announced his resignation during Tuesday night's Winona Lake Town Council meeting.

Carroll, who has served on the council since 2000, said he will not be able to continue to serve on the council because he is moving to Warsaw.Aaron Rovenstine, Kosciusko County Republican chair, said Carroll will need to submit a letter of resignation.

Rovenstine said the position will be advertised for 10 days, and a caucus will be held to replace Carroll.

"I am thankful for the time I had to serve on the council," Carroll said.

He said, while serving on the council, he has seen the CR 250E project completed, progressive and beautification of the town, new restaurants coming in and the Orthopaedic Capital Center and greenway trail being completed.

Council President Joy Lohse, who has served on the council with Carroll for the past five years, said he has been committed to the town.

"Jeff has provided great oversight into the town and cares about the welfare of the community members," Lohse said.

Also during the meeting, the council approved the Winona Lake Street Department purchasing an $11,900 Bobcat from Gilsinger's, Leesburg.

The Bobcat will be used to move dirt, plow snow and load gravel.

The council approved restricting residents from being allowed to use the town's yard waste pit on Freedom Lane.

Street Superintendent Pete O'Connell said there have been problems with residents putting items in the pit such as board, nails and trash that is not allowed.

The council tabled approving a lease for financing the Stonehenge road improvements project.

The Prestwick project will include total reconstruction of the streets in the subdivision and storm drainage improvements. The Murfield subdivision will include street pavement repair and storm drainage improvements and an asphalt overlay on Pierceton Road.

Town council member Sue Gooding said she thought the council should table approving the lease to finance the project.

"I feel we need to have a better idea of the project and discuss it more before we approve the lease," Gooding said.

The council will hold a working session Monday at 7 p.m. at the town hall to discuss the Stonehenge project.
