James Breading is seeking the District 3 seat on the Warsaw City Council.
Breading, 67, of 420 W. Kincaide St., filed for the seat June 27, and said he previously applied for the position seven years ago.
He was born and raised in Warsaw.
Breading faces current city councilman Republican George Clemens, who received the most votes for district 3 in the May 8 primary.
Breading said he is interested in seeing Warsaw neighborhoods better patrolled for crime and continued sidewalk and downtown improvements.
He said he would like to see a committee formed to look into creating more visual signage for downtown businesses.
"It is hard for drivers to see signs of downtown businesses as they drive by, and I would like to work to make the signs more visible to drivers and the community," Breading said.
He also is interested in looking into improving downtown parking.
He suggested a parking garage with an elevator could be built to provide more parking space for customers and employees who use the downtown.
He has served as president of Service Electric for the past five years, and been an employee since 1954.
He said his experience with the business would assist the council with budget-making decisions.
Breading also owns Merle Norman Studio 116 on East Center Street. He said his grandfather built the store that was formerly Breading's Cigar Store in 1952.
He has been married 40 years to Dixie, and has three children and three grandchildren.
He has served as a coach and board member of Warsaw Little League, and founded the Kosciusko County Pee-Wee Football League.
