Warsaw Board of Public Works and Safety Thursday approved revoking a taxi cab permit for Yellow Cab of Warsaw. Charlie Smith, board member, made the motion, seconded by Warsaw Mayor Joe Thallemer. Board member Jeff Grose was absent. In January, Kerry Clear, Yellow Cab owner, was sent a letter advising city of Warsaw had received numerous cancellation notices from Progressive Insurance stating they no longer maintained insurance. Additionally, Clear was advised if the city received further cancellation notices, his taxi cab permit would be revoked. On March 4, Clear was sent a second letter, via certified mail, advising the city received confirmation through his insurance agent, Lance Mestach, that Yellow Cab chose not to renew insurance. As permit holder, Clear was advised he had 10 days in which to file a written request with the city’s clerk-treasurer to go before the board to present evidence why the permit should not be revoked. “From what I read, we gave them the opportunity to respond and we want our taxi services to be insured,” Smith said. Clear did not respond to the letter. Also during the meeting, Scott Whitaker, Warsaw police chief, said Brad Kellar, WPD detective, received recognition during the National Criminal Enforcement Awards Conference. He received the Bishop and Iron Warrior Awards. He was presented the awards during the conference March 11 in Virginia Beach, Va. The Bishop Award is in honor of Robbie Bishop, who died in 1999. Bishop, of the Villa Rica Police Department in Georgia, was a captain for the department and was shot and killed during a traffic stop. He was known for his drug interdiction work. Kellar received the Bishop Award for his efforts in pursuing criminal interdiction in Kosciusko County. “I am humbled and honored to receive this award,” Kellar said during Thursday’s board of works meeting. He received the Iron Warrior Award for getting hit on his motorcycle last year while on duty. Thallemer thanked Kellar for his service. In other business, the board approved: •A $2,600 agreement between the city and Christopher B. Burke Engineering LLC for on-call stormwater support. • Contracts with Charles Ray Jr. to instruct morning fly fishing classes from 9 a.m. to noon May 16 and Aug. 22 at the Nye Park and Ramsey Shelters, and a fly fishing class from 1 to 4 p.m. May 16 and Aug. 22. • A $300 contract with Chris Boyd to instruct kids triathlon clinics July 27, 28, 29 and 30 at Pike Lake Beach from 6 to 7:15 p.m. • A $124,936 contract between the city and A & Z Engineering for appraising, appraisal review and acquisition of right of way along Husky Trail for road reconstruction. • A notice to proceed on East Market Street for preliminary engineering services on East Market Street from Hickory to Bronson Street. Tim Dombrosky, assistant city planner, said the street contractor will begin work May 1 and utility work is taking place now. • An agreement between the city and Harmony Marketing Group for printing the 2015 Recreation Guide. • The city providing $25,000 to pay to Ceres Farms LLC. This is the beginning of purchasing land to the east of Warsaw Municipal Airport needed to protect the runway protection zone. The total purchase price of the project is $615,000 and the city applied for a $590,000 grant from the Federal Aviation Administration and Indiana Department of Transportation. • An agreement for the city to pay $45,000 to Kosciusko Economic Development Corp. that provides services to citizens of Warsaw. • Bi-weekly salaries for Ryan Coble, WPD officer, at $1,774.80; Phillip Hawks, WPD officer, at $1,809.60; and Samuel Weaver, WPD officer, at $1,757.40.
