BOW Opens Bids For City Hall Renovation Project

Warsaw Board of Public Works and Safety opened bids for its city hall renovation project during Friday’s meeting.
The project is to renovate the former National City Bank building, 102 S. Buffalo St., that will be the new city hall in downtown Warsaw.
Board members Ernie Wiggins and Joe Thallemer reviewed the bids. Board member Charlie Smith was absent during Friday’s meeting.
The board will take the bids under advisement and Mary Ellen Rudisel-Jordan, Scearce-Rudisel Architects, will come back to the board with a recommendation.
Rudisel-Jordan read aloud nine bids for the renovations during Friday’s meeting. City attorney Mike Valentine opened the bids.
The nine bids the board reviewed were from James S. Jackson Company,  Fetters Construction, Harold McComb & Son Inc., Gibson Lewis, Verkler Construction, Hamilton Hunter Builders, C3 Construction, Brown and Brown Construction and Robinson Construction.
The building on South Buffalo Street still needs to be renovated, and the mayor’s, clerk-treasurer’s, city council chambers, building and planning, human resources and wastewater collection offices will be housed there.
In other business, the board approved a $9,170 contract between Warsaw Fire Department and Bambi’s Roofing for repair of station No. 1 roof. The contract covers labor and materials.
The board approved the city accepting a $3,000 grant through the Kosciusko County Community Foundation to assist with purchasing six canoes and 24 paddles for the parks department in various adult and child lengths.
Staci Young, Warsaw Parks activities director, said canoeing was the top priority indicated by citizens in the recent master plan for the department.
The canoes and paddles will be used mainly at Pike Lake, but will be made available to use at other lakes in the county.
In other business, the board approved a one-year evaluation for Kelly Geiger, deputy clerk, for a $1,644.23 bi-weekly salary; and six-month evaluations for Joseph Fretz, fire inspector, at a $1,963.12 bi-weekly salary; and Shade Keeney, Warsaw Fire Department firefighter, at a $1,566.60 bi-weekly salary.
The board also approved 2012 contracts for services between the city and Animal Welfare League of Kosciusko County, City-County Athletic Complex, Kosciusko Area Bus Services, Warsaw Community Development Corp., Warsaw Housing Authority, Bob’s Cleaning Service and David Fruit.The board tabled approving a parking lease between the city and Larry Polk.
The board approved a release of two liens for 207 Wedrick Drive, Warsaw.
The board approved a  $3,006,880 contract between the city and All Star Construction & Excavation Inc. for the Center Street Pump Station Force Main project
The board approved a service agreement for Warsaw Wastewater Treatment Utility Facility and MacAllister Power Systems for a service agreement for emergency generators.
The board approved a contract between the city and Michiana Contracting Inc. for a change order for the bio-solids facility improvements.
