BOW OKs Parkview Development Agreement

Warsaw Board of Public Works and Safety approved a development agreement for Parkview Warsaw Friday.
The agreement is between Parkview Health System Inc. and the city.
Parkview proposes to develop land in the platted subdivision known as the Parkview Warsaw YMCA Health campus, 1355 Mariners Drive, including the construction of a healthcare facility.
The building will be used for physician offices, rehabilitation, laboratory, imaging and diagnostic services and have an unfinished basement and emergency services.
Parkview will acquire the title of the property for the purpose of construction of the development. Warsaw Plan Commission approved the development July 14.
Parkview will construct a four-floor building including a basement consisting of approximately 86,000 square feet. In addition, Parkview will construct related landscaping and parking on the property and the building, landscaping and signage.
The construction value of improvements will be approximately $20 million.
Exterior materials for the building being constructed as part of the improvements will be two shades of grey metal, brick and stone.
Parkview will provide building and site signage. In addition, Parkview, in conjunction with Kosciusko YMCA, will provide signage along U.S. 30 that will be presented to Warsaw Plan Commission for approval.
Parkview will construct the extension of Mariner Drive from its existing area a the entrance to the Parkview Warsaw YMCA Health Campus.
The city has planned to improve the portion of Mariner Drive from Husky Trail to the campus (phase one) and construct the extension of Mariner Drive north of the campus to CR 200N (phase three). Parkview has agreed to pay the city $600,000 for the funding of phase one. In addition, Parkview has agreed to meet with the city to discuss the construction of phase three.
The city agrees to continue its efforts and participation in the analysis by the Indiana Department of Transportation and the Michiana Area Council of Government review of a new signalized intersection at U.S. 30 in the vicinity of the property.
Parkview and the YMCA will maintain any stormwater ponds and facilities constructed on the campus.
The board also approved:
• A request from the public works department to purchase from Bobcat of Warsaw six chain saws, two telescopic pole saws and two string trimmers for $4,395.50.
• A $69,000 contract between the city and Christopher B. Burke Engineering LLC for a drainage study south of the railroad tracks at Ranch Road and north of CR 200S. There have been several drainage concerns in this area and the project will identify the drainage patterns and possible projects that can be engineered to improve the drainage to this region, according to Jeff Beeler, street superintendent.
• Soliciting bids to replace the Rescue Two truck at Warsaw-Wayne Township Fire Territory.
• A $36,702 agreement between Warsaw-Wayne Township Fire Department and the city for the department to provide fire services for the city.
• A $24,975 contract with Monoform LLC for repair and rehabilitation of manholes.
• A $275 agreement with Keystone Software Systems for a disaster recovery plan for the wastewater department.
• A $7,156,839.25 wastewater treatment utility budget guideline for 2015.
• An agreement not to exceed $1,000 for bloodborne pathogen training for city employees.
• Take-home vehicle requests for Joe Thallemer, mayor; Hal Heagy, cemetery sexton; Larry Plummer, park superintendent; Shaun Gardner, maintenance director; Jeff Beeler, street superintendent; street department employees Roger Long and Randy Ingle; Brian Davison, wastewater superintendent; and Larry Hyden, wastewater employee.
• A $24,975 contract between the city and Monoform LLC for repair and rehabilitation of manhole structures at East Main and North High streets; Main Street; West Main and Lake streets; and West Main and Washington streets.
• Approved Warsaw Street Department purchasing a 2005 truck from Ruble Truck Sales Inc., Monroeville, for $48,740.
