BOW Considers Parking Rent Hike

The price of parking lot spaces may increase $3 per month, from $12 to $15 in downtown Warsaw. The board of works discussed parking lot revenue figures and the possibility of raising fees Friday.

The parking lot contract with Phil Harris was approved along with a $50 per month increase for an additional three-year lease. Costs are $450 per month or $5,400 per year, effective Sept. 12. There are 26 parking spaces in the lot on the north side of the Lake Theatre building.

Spaces in the Menzie lot currently rent for $20 per month and they are open for public rentals. The city pays $800 per month or $9,600 per year for the lot. Of the 43 spaces available, 30 are being rented.

The city lot has 74 spaces and 70 are rented at $12 per month with an income of $10,070. An additional $2,520 would be realized with the additional $3 per month.

The Amtrak lot has 10 available spaces with six rented and a current income of $864. An additional $1,080 would be realized with an additional $3 per month per lot.

The board also reviewed quotes from three companies bidding on a new ladder truck with a 100-foot extension as requested by the fire department. Prices were given as: $680,000 from Fire Service Inc. -- American LaFrance, St. John, Ind.; $558,626 for option one, $566,539 for option two or $569,684 for option three from Safety Donley, Indianapolis; and $756,834 for option one and $718,xxxx for option two from Fire and Safety Equipment Co. Inc., Indianpolis. The bids were taken under advisement.

In other business the board:

Renewed the in lieu of annexation agreement with R & R Enterprises d/b/a Green Acres Mobile Home Court. The company pays a 50 percent city tax rate in exchange for sewer services. The contract is on a four-year renewal cycle.

Approved an easement agreement and corporate warranty deed with Zimmer Production Inc. to accommodate the Lake City Greenway development on the west side of the city. A strip of land for the bike path runs south along Shull's Addition and then south along Zimmer Road.

Approved an encroachment agreement between Benjamin and Tammy Huntington, Washington St., Warsaw because a garage extends into the city's right-of-way.

Tabled an environmental site assessment at the former Tinkey Oil Co. property.

Agreed to a release of lein at 123 S. Sherman St. for $500, a property owned by Luellen Werker. The lein covered mowing charges.

Approved a request by wastewater treatment utility operator Dave Henderson for preventative maintenance inspections and service for a new generator at the Kosciusko Community Hospital lift station with MacAllister Machinery Co. The five year contract is for $953 per year.

Also approved a contract with Packerton Land co. for wastewater utility disposal of left over sodium bicarbonate. Costs are $30 per ton at a four-ton minimum plus a $50 application fee.

Approved a payment of $234,076.48 to Woodruff and Sons for work on the northeast interceptor sewer.

Approved several entertainment contracts as requested by the parks department for the Family Carnival event Aug. 13: with Jeanette Patterson aka Indy Jugglers, $360; Ebert Lawrence d/b/a Lorenzo, $250; and for advertisement with WRSW/Talking Stick Communications, $225.

Approved a parks department request by Larry Plummer, park director, to trade in a 1999 riding mower for a new Z557 riding mower with 52 inch deck for a total of $5,499.25 with Hoffman Outdoor Power Equipment. Trade in value was given as $2,000. Another bid was received from Kenney Outdoor Solutions for a cost of $6,779 with trade-in of the older model.

Approved salt bids with Morton for $39.38 per ton. Other bids received were from Cargill, $43.19 per ton Detroit Salt, $41.41 per ton and North American, $40.12 per ton.

Approved several job descriptions and job postings submitted by human resources director Jennifer Whitker regarding the parks, police, street and WWTP departments.

Approved an $8,000 grant to pay the overtime expenses incurred by the police department to run another Operation Pullover program. The selective enforcement program targets offenders not wearing seat belts, driving while impaired and violating the child restraint laws.

Approved a grant of $43,406 from the Indiana criminal Justice Institute for the Beaman Home.

Approved an annual renewal contract with Komputrol for computer software maintenance and support in the clerk's office in the amount of $1,600.

Approved rates of $4,636 for a full-color two page advertisement featuring the city with SpectraPrint in the Warsaw Image publication.

Warsaw board of works members are Mayor Ernie Wiggins, Jerry Patterson and Charlie Smith.
