BOW Approves Road Closures For 2020’s First Friday Events

Sponsored by Warsaw Community Development Corp., there are three special events: June 5 to honor military veterans, in August for the Baker Youth Club car show and the Spooktacular on Oct. 30.

Center Street will be closed from Indiana Street to Lake Street and Buffalo Street from Main Street to Market Street will be closed for the events on April 3, Spring Break; May 1, Children’s Literacy; July 3, Hometown Picnic; Sept. 4, British Experience - Porsche Car Show; Oct. 2, Art-tober; Oct. 30, Spooktacular; Nov. 6, Thanks For Giving and Dec. 4, Hometown Holly Days.

The June 5 street closing is East Market Street from Park Avenue to the United Methodist Church parking lot on Wood Street. For the August car show, Buffalo Street from Main to the railroad tracks will be closed, along with Center Street from?Indiana Street to Lake Street and Market Street from Indiana Street to Lake Street.

For all of the events, the closed hours are from 3 p.m. to 10 p.m.

There will be another street closure for the Saint Paddy’s Day Party March 14 in front of One Ten Craft Meatery on Buffalo Street. Owner Jason Brown asked that Buffalo Street be closed between Main and Center streets from 9 a.m. to midnight March 15.

The board approved a three-year contract with Wildman Uniforms for the company to supply uniforms laundering, mats, mops, towels, cleaners and cleaning products.

Warsaw Parks Recreation Director Sheila Wieringa received approval for three contracts for upcoming events: at the May 2 Princess Tea Party the Warsaw Community High School drama department will provide two princesses for $250; Out of Favor Boys will perform June 26 during the Central Summer Blues Concert for $1,000; and on June 12 Smooth Edge 2 will sing a capella for $800.

City Planner Jeremy Skinner presented an estimate from Steve’s Hauling, Excavating and Snow Removal to take down the buildings at 123 E. Fort Wayne St. for $7,500, which was approved.

Other bid submissions were from Everest Excavating, $12,000, and from Ransbottom Excavating and Trucking, $13,475.

Skinner also presented American Structurepoint’s pay application No. 8 for $30,876.41 for the Anchorage Road project. This is a four-year project funded 80 percent by an Indiana Department of Transportation grant and 20 percent by the city.

Warsaw Police Chief Scott Whitaker received approval to provide $10,000 to the Kosciusko County Jail Addiction Program for mental health treatment services. The Warsaw Common Council approved the transfer of these funds at its meeting Monday.

Whitaker and Det. Brad Kellar discussed the five-year agreement with Axon for 40 Taser 7 weapons for the police department, which also was approved. Total costs are $23,117.20 per year for a $115,586 total over five years. The agreement includes battery packs, holsters, cartridges, certification bundle, instructor course voucher and targets.

Street Superintendent Jeff Beeler submitted the final pay application from Phend and Brown in the amount of $22,565.34 for paving West Center Street, which was approved.

The 32-inch diameter storm water pipe on Market Street will be monitored for three months to determine the problem with draining the Johnson Street intersection area. Wastewater Utility Director Brian Davison said the outflow at Winona Lake is less than half capacity and engineers suspect the drain was installed with less drop than necessary to move rainwater through the pipe. The flow monitoring should determine where the underground problems are. Costs are $14,877, which were approved.

The purchase of a 2020 Ford F450 4x4 IBAK camera truck, costing $443,809.70, also was approved for the wastewater utility. The vehicle’s instruments will be used to video drain pipes and uses a closed circuit television system.

Other wastewater business included a Kokosing Industrial pay application of $2,725,047 for plant expansion work; payment of $68,451 to Wessler Engineering for $68,451 for plant expansion work; $570 to Wessler Engineering for services on the sewer rehabilitation project; and $29,733, a final retainage payment to Insituform Technologies for the small diameter sewer rehabilitation project.
