Warsaw Board of Public Works and Safety Friday approved two change orders for the Parker Street and Argonne Road project.
Warsaw's wastewater department required the contractor to install approximately 400 additional feet of new sanitary sewer pipe to replace an existing 8-inch clay tile, according to Warsaw City Planner Jeremy Skinner. The cost to install the sewer pipe is an additional $4,400.
The second change order is for asphalt to patch the area of the new storm sewer to open Parker Street up to traffic in the winter. The cost of the change order for temporary pavement is an additional $2,070.
"The change orders have been things that have come up during construction," Skinner said. "We run into an old 8-inch clay tile that may or may not hold up during construction, and obviously we don't want to take the risk of it not holding up and have to tear it back up."
Board member and Warsaw City Council President Joe Thallemer asked if it was common to have change orders on road projects. Skinner said the issue came about during the project.
"The sewer line was not an issue at first, but became an issue when they started setting storm lines and ran into an 8-inch clay tile," Skinner said.
In other business, the board approved an annual agreement to pay former Warsaw Police Department Sgt. Fred Heady, who is no longer able to work because of injuries sustained in the line of duty.
City attorney Mike Valentine said that signing the contract with Heady is a voluntary act on behalf of the city.
Heady, 54, was injured Nov. 26, 1987, in the line of duty when he was working with other officers to put up a road block during a police chase. Heady was hit by a vehicle, according to WPD Public Information Officer Kip Shuter.
According to Warsaw Human Resources Director Jennifer Whitaker, Heady has received a supplemental income from the city along with disability money from the state pension fund.
Heady will no longer be paid from the state pension fund when he turns 55 on Aug. 30, 2010. Warsaw will continue to pay Heady's supplemental income until then.
The agreement states beginning Jan. 1 through Aug 30 Heady will be paid on the first Friday of the month an amount sufficient enough to provide him with a total income equal to the income received by him on the date of the onset of his disability. The total amount will not exceed $24,746.40, including pension and the city's payment.
Clerk-Treasurer Elaine Call said Heady is currently on a disability pension, and when he reaches 55 years old his pension is turned into a retirement pension. In addition, family medical insurance coverage, including prescription coverage, life insurance and dental coverage will be available to Heady through Aug. 30.
Heady will be required to contribute, beginning Jan. 1, $17.50 per month for dental insurance for family coverage and $10.50 per month for single coverage. That amount is due on the first of each month representing the charge made to all other city employees for insurance coverage.
Warsaw Police Chief Scott Whitaker said he will make Heady aware of the decision.
In other business, the board approved an encroachment agreement between the city and Groninger Enterprises, 115 N. Columbia St., Warsaw, to allow the business to replace an existing chainlink fence with a wrought iron fence.The board also:
- Approved an annual agreement between the city and KEMRAD for 2010 for $5,000 for traffic control at Warsaw Community High School sporting events.
- Approved a $1,656.32 contract between Warsaw Fire Department and Cummins Crosspoint for the company to make two service calls for maintenance on fire department generators.
- Approved a salary hourly increase to $17.55 for assistant city planner Timothy Dombrosky; and approved a bi-weekly salary of $1,723.97 for Warsaw firefighter Rob Barker.
- Approved a request for payment from Warsaw Housing Authority to pay contractors for two homes that have received renovations and two homes that will receive renovations next week. The homes are at 814 E. Arthur St., 207 Wedrick Drive, 513 S. Indiana St. and 907 E. Market St.
- Approved a contract with Hearing Officer Larry Clifford for code enforcement for 2010.
- Approved Warsaw paying A & Z Engineering a $12,875 final installment on a Market Street engineering study.
