BOW Approves Martin's Development Agreement

Warsaw Board of Public Works and Safety Friday approved a development agreement for Martin's Supermarket to be built in Warsaw.

Board members Ernie Wiggins, Charlie Smith and Joe Thallemer unanimously approved the agreement.

Foundation work for the supermarket began Monday, and Martin's is expected to open this fall, according to City Planner Jeremy Skinner.

Martin's Super Markets will build the supermarket at 1150 Husky Trail, just north of Menard's on the northwest side of the city.

The agreement was based on a recommendation from Warsaw Traffic Safety Commission and Warsaw Plan Commission.

The agreement states Martin's has met the requirements for road improvements along Husky Trail and Mariner Drive and development requirements at the site.

The agreement also states during construction, Martin's must have contractors coordinate work on Husky Trail with the city's public works superintendent and police chief, and Martin's must cooperate with city officials during road closures.

According to the agreement, Martin's accepts all costs of on-site improvements and gives the city the authority in accepting engineering work that will be conducted along Husky Trail. Work will include the addition of a turn lane at Mariner Drive.

The board also approved a request from Warsaw Street Department Superintendent Lacy Francis to obtain quotes to replace a 1984 Ford L-900 truck with 487,816 miles, and a 1986 Ford L-9000 truck with 149,965 miles.

The board also approved the department seeking a quote to replace its 1975 trailer.

Wiggins suggested Francis get at least two quotes for each item.

In other business the board opened and reviewed four salt bids for next winter that will be taken under advisement and approved at the board's next meeting.

The board also approved a $25,420 design fee proposal between the city and MSKTD & Associates, Fort Wayne, for Silveus Crossing Improvements at CR 300W and U.S. 30. Warsaw Redevelopment Commission previously approved the agreement during its meeting Monday.

The agreement is to accommodate the new Madison Elementary School, which will open in August, and for Ivy Tech, which will open in 2011, at the northwest corner of U.S. 30 and CR 300W.

The proposal includes widening Silveus Crossing to three lanes including full northbound and southbound lanes and a center turn lane. A turn lane will be added for the Ivy Tech entrance with new traffic signals that will be installed.The board also:

- Approved Warsaw Police Department accepting a $4,000 grant for WPD DARE educational materials and a $2,500 grant for WPD patrol division for portable breath test instruments for Kosciusko Coalition on Drug Education.

- Approved Warsaw Fire Department applying for a Kosciusko REMC Operation Round-up Grant to be used to purchase materials for Play It Safe Family Safety Day.

- Approved a parking facility lease between the city and Philip J. and Maxine Harris.

- Approved releasing a $175 property lien that has been paid for property at 1003 E. Smith St.
