BOURBON - The Republican caucus set for Saturday was postponed Friday while the question of wards versus an at-large election is researched by County Republican Chairman John Zentz.
Town elections have been based on the ward system - a candidate elected from each of the town's three wards. At a recent caucus to select a replacement for resigned Councilman Steve Stoneburner, council president Bill Keyser said he was advised by town attorney Mark Wagner that the present ordinance can be interpreted to mean there is no stipulation as to residency.
Precinct committeeman Marty Martin said that although town elections have been held under the ward system, he has no problem with an at-large system but wants some official clarification on the matter.
Larry F. Wattenbarger was chosen to replace Stoneburner on the council as the representative from Ward 1 and has since been sworn to the position. He resides within that ward.
There are three candidates for the vacant position in Ward 3: Larry Manhardt, Ken Keller Sr. and Linton Savage. Only Manhardt resides in Ward 3; he would be the only eligible candidate should the ward system remain in force.
The postponed caucus will be held sometime after the matter is decided. Others interested in serving the town in this position should make their interest known by letter to Zentz at least 72 hours before the caucus takes place.
