Board Of Works Opens Bids For Work On New WPD Building

Scott R. Rozanski of Ken Herceg and Associates, South Bend, joined the Warsaw Board of Works members Friday during a bid opening for projects to be done in the former NIPSCO building.

The facility is set to become the new police department and will cost $517,000.

The Herceg company serve as engineers for the building.

A decision on awards for demolition and removal of asbestos, plaster, an old boiler, outdated wiring and plumbing, and the renovation bids will be made at 11:30 a.m. Aug. 6 during a special meeting.

Three companies bid on the demolition projects: Gibson-Lewis, Mishawaka, for a total of $51,000 and 40 days until completion; Robinson Construction, Warsaw, $50,400 and four to five weeks; and WJ Carey, South Whitley, $148,200 and 47 days.

Gibson-Lewis, Robinson Construction and WJ Carey also responded to the renovation/remodeling bids as did Michiana Contracting, Plymouth.

The renovation bids included three alternate prices and four unit prices.

Gibson-Lewis bid a total of $724,000 with a $25,000 price for alternate one - masonry cleaning and sealing; a reduction of $4,500 for alternate two - sheet vinyl flooring in lieu of broadcast epoxy; and a reduction of $6,800 for alternate three - a suspended ceiling of 2-by-4s instead of 2-by-2s.

Wall coverings (unit 1) were priced at $95; carpeting per square yard (unit 2) was $43; additional vinyl flooring per square yard (unit 3) was $5.75; and $150 for a two foot by two foot access door (unit 4).

Gibson-Lewis would complete the work in 250 days.

Michiana Contracting bid a total of $699,995 with a $10,500 price for alternate one - masonry cleaning and sealing; $3,400 for alternate two - sheet vinyl flooring in lieu of broadcast epoxy; and $2,975 for alternate three - a suspended ceiling of 2- by-4s instead of 2-by-2s.

Wall coverings (unit 1) were priced at $45; carpeting per square yard (unit 2) was $44.50; additional vinyl flooring per square yard (unit 3) was $5.70; and $100 for a 2-foot by 2-foot access door (unit 4).

Michiana Contracting would complete the work in 180 days.

Robinson Construction bid a total of $710,169 with a $9,032 price for alternate one - masonry cleaning and sealing; a reduction of $3,125 for alternate two - sheet vinyl flooring in lieu of broadcast epoxy; and $6,051 for alternate three - a suspended ceiling of 2-by-4s instead of 2-by-2s.

Wall coverings (unit 1) were priced at $39.14; carpeting per square yard (unit 2) was $39.85; additional vinyl flooring per square yard (unit 3) was $5.32; and $100 for a 2-foot by 2-foot access door (unit 4).

Robinson Contracting would complete the work in 240 days.

WJ Carey bid a total of $793,780 with a $10,085 price for alternate one - masonry cleaning and sealing; a reduction of $795 for alternate two - sheet vinyl flooring in lieu of broadcast epoxy; and $6,051 for alternate three - a suspended ceiling of 2-by-4s instead of 2-by-2s.

Wall coverings (unit 1) were priced at $44; carpeting per square yard (unit 2) was $45; additional vinyl flooring per square yard (unit 3) was $51; and $160 for a 2-foot by 2-foot access door (unit 4).

WJ Carey would complete the work in 120 days.

Mayor Ernie Wiggins announced a conflict of interest regarding Robinson Construction. The mayor's accounting firm does work for the construction company.

In other business the board approved a grant extension application for Operation Pull Over in the amount of $5,586 as requested by Police Chief Steve Foster.

Board of works members are Warsaw Mayor Ernie Wiggins, Jerry Patterson and Charlie Smith. They generally meet the first and third Fridays of the month in council chambers at city hall.
