Board Of Works OKs Two Encroachments

Warsaw's Board of Public Works and Safety approved two encroachment agreements Friday.

The first, by Robert and Barbara Hardin, 211 S. Columbia St., authorized the construction of a 6-foot high fence within 5 feet of the sidewalk, according to city planner Jeff Noffsinger.

"The BZA granted a variance for a 6-foot fence within 5 feet of the sidewalk to provide screening between their home and the multifamily residential unit next door," he said.

The second agreement allows a 4-square-foot sign over the sidewalk for the Hampton-Voelz law firm in the recently renovated Munson building, 120 E. Center St.

"The 1-1/2-by-2-foot sign complies with historical preservation guidelines," Noffsinger said. "And they have assured me the sign will be removed if they ever leave that building."

In other business, the board approved a $100 contract with the band Random Play, who will be the opening act at the Classic Rock Concert, 7 p.m. June 25 in Central Park.

The board also approved a $250 contract for cartoon characters who will appear at the Family Carnival at 6 p.m. Aug. 13.

A $10,000 IPALCO Golden Eagle grant application was approved by the board. According to Andy McCleary, activities director for the Warsaw Parks Department, the funds will be used with a matching grant from the Kosciusko County Foundation for the design and engineering of the Warsaw Greenways project.

The board voted to submit the city's opposition to adding Atwood to the Warsaw local calling area. According to Mayor Ernie Wiggins, the cost to the city by adding Atwood to the local calling area would exceed the benefit the city would receive.

"I have some empathy for people who have to call Atwood," he said. "But, as a city, we don't have much need to be able to call Atwood, especially at the additional cost to the city."

Wiggins said the $1.25 per line per month would add an additional $150 per month to the city's phone bill.
