He was born in Switzer, W.Va., on April 23, 1937, to Allen and Lora Workman Morris.
On May 21, 1961, Billy married Betty Joyce Skeens. Betty died Nov. 4, 2022.
Family and friends may call Friday, Dec. 30 from 3 to 6 p.m. at McKee Mortuary, North Manchester. Funeral services will be Saturday, Dec. 31 at 10 a.m. with calling beginning at 9 a.m. at McKee Mortuary, with Pastor Jeremy Jones officiating. Burial will be at Lakeview Cemetery, Silver Lake.
