Bids For Leesburg Town Hall Renovations OpenedLEESBURG – Five bids for the town hall renovation were opened Monday night by the Leesburg Town Council.

They included a bid of $143,400 from Millstone Construction, Syracuse; $227,796.07 from Clinton Davis Construction, Leesburg; $103,629 from DT Construction, Silver Lake; $144,847 from Robinson Construction, Warsaw; and $119,217 from RocheSelect, Warsaw.

Council President Tom Moore said local architect Tyler Haines will review the bids, including all addendums and additions, and make a recommendation to the council. The report will be given to the council at its Sept. 10 meeting so it can award the project that night.

The project includes making the town hall handicapped-accessible, constructing a meeting room, two restrooms on the ground level and some office renovations.

The building at the corner of Van Buren and Pearl streets was first used as a town hall in 1936 but is not accessible by wheelchair. The council has been meeting in the Plain Township building until improvements are made.

In another matter, Street Commissioner Craig Charlton presented two quotes for roof replacement of the Prairie Street storage building. A third company Charlton reached out to did not provide a quote.

The quotes he received were from Pro Time Metal Roofing, Leesburg, and Millwood Construction, also of Leesburg. Charlton said both companies were reputable so it just came down to the dollars and cents.

The price difference was about $2,000, and the town council approved the lowest of the two quotes, which was Pro Time for $3,900.

In other business, the council:

• Approved to temporarily reduce the sewer rate for Stacy’s Restaurant and Lounge until the establishment can be renovated. On Friday, it was heavily damaged by a fire.

“The flow of volume won’t be there, so we’re not paying the extra fees to Warsaw to process it,” Moore said.

Councilman Doug Jones said reducing the rate was a nice and fair gesture.

Christina Archer, councilwoman, said the same gesture was afforded to the little restaurant north of town previously.

• Approved an alley vacation ordinance as requested by housemates Michael VanOsdol, Larry Rose and Bill Poe. They purchased the property at 109 Van Buren St., which is next to their home, and they want to vacate the alley between the two properties.

Moore said the vacation is for the north section of the alley from Van Buren Street north to the east/west alley. He said the vacation would be an enhancement to the look of the alley.

• Discussed further reviewing its agreement with USIC due to problems the town has had with the company that locates underground utilities.

The next meeting will be at 6:30 p.m. Sept. 10 at the Plain Township building.
