Arthur Van “Art” Phagan, 66, Columbia City, passed away at 3:30 a.m. Oct. 27, 2015, at his home. He was born April 17, 1949, in Chicago, Ill., to Arthur and Caroline Cowen Phagan. He was an inspector for Cook County Illinois Health Department. He loved music, especially contemporary Christian and slow jazz and enjoyed watching historical movies. Surviving are his companion, Julane M. Baggett; and several nieces and nephews. He was preceded in death by his parents. Services will be at 11 a.m. Saturday at Titus Funeral Home, Warsaw, with the Rev. Ken Locke, The Salvation Army, Warsaw, officiating. Burial will be in Oakwood Cemetery, Warsaw.
