Apts. Owner Required To Pay Underbilled Sewer Charges

Posted
Warsaw Board of Public Works and Safety Friday approved for a local apartment building owner to be required to pay underbilled sewer charges totaling $6,074.60.
Mary Lou Plummer, Warsaw Wastewater payment office manager, attended Friday’s meeting and explained the situation.
Due to the fire Nov. 29 that destroyed the apartment building at 423 E. Arthur St., Plummer said the sewage department became aware that the building had five apartments and the owner, Chad Zartman, had been billed for only four apartments since he and his wife purchased the property Aug. 16, 2011. The amount he underpaid for one of the apartments is $880.20.
Upon further investigation, Roger Long, building and planning department inspector, discovered three other properties owned by Zartman that have more apartments than the database showed.
The city billed for only two apartments at 321 S. Union St., however, there are three apartments at the location. The unbilled amount for one additional apartment for 16 months is $521.60.
Zartman also owns four apartments at 536 E. Center St., however, the city only has billed for three of the apartments. The unbilled amount for one additional apartment for six years is $2,336.40.
Zartman owns four apartments at 1101 E. Winona Ave, and was only billed for three apartments. The unbilled amount for the one additional apartment for six years is $2,336.40.
Zartman will be required to pay the total $6,074.60 and have up to one-year to pay it at no interest.
Warsaw Mayor Joe Thallemer said it is important to have landlords have rental registrations with the city, and said that would help mitigate the problem.
