A new alcoholic beverage permit was approved Thursday for Caleb France and Nathan Munson, who are opening the Cerulean Restaurant in Winona Lake around June 19.
France appeared before the Alcoholic Beverage Board of Kosciusko County. He said the establishment will be in the Village at Winona. The permit allows for beer and wine to be served.
Two transfers in ownership permits also were granted.
The first was for the Sleepy Owl Supper Club, 11374 N. Ind. 13, Syracuse. The transfer makes Sam Calobrace the sole owner of the business.
Calobrace appeared with lawyer Dick Green, representing the estate of Michael Calobrace, who served as the secretary of Mi-Sam Inc. Michael Calobrace died April 7, after signing transfer of ownership contracts.
The second transfer approved was for Pamida Stores Operating Co. LLC, 1101 Indiana Ave., Syracuse.
The board also approved several alcoholic beverage permits renewals:

A beer, wine and liquor renewal for Claypool Inn, 108 S. Main St., Claypool;
A beer wine and liquor renewal for Gloria Stoffel, 101 First St., Pierceton, doing business as Pierceton Discount Package Store;
A beer, wine and liquor renewal for the Downtown Inc, 205 W. Center St., Warsaw; Kristi Boren, Warsaw, president, Roger Clemens, Claypool, secretary; and
A beer, wine and liquor renewal, for Barbee Landing Inc., 3687 N. Barbee Road, Warsaw, Philip Fozo, president, and Beverly Fozo, secretary, both Warsaw.
The board continued the hearings for Bud's Bar in Milford and the American Legion Post 253 in North Webster.
Board members are Gordon Vanator, Ken Johnson and Elim Smith. Excise officer is John Barchak. The next meeting is July 6 at 1 p.m. in the commissioner's room.
