Kosciusko County Alcoholic Beverage Commission granted Smokin Charlie's a wine permit Thursday afternoon.
Owner Loretta Rote appeared before the board to get approval for the permit.
The hearing had been continued from December.
Excise officer April Tackett said that no more alcohol permits were available for Warsaw, but if one came open Rote could apply for it and return the wine permit.
New permits have to be approved by the state ABC and they meet the first and third Tuesday of each month.
Smokin Charlie's can operate on a letter of authority and will receive that within three business days.
Wings Etc. was renewed with a violation Thursday.
Matt Coffel, owner of the Warsaw Wings Etc., said the violation came June 12.
Coffel said they had a trainee, and it was her first day, and she was behind the bar stocking the cooler.
"A gentleman asked her to hand him a Miller Lite," said Coffel. "She handed him a Miller Lite, he left and excise came in."
Wings Etc. was fined $1,000 for sale to a minor and allowing a minor to loiter.
Wings Etc. had a previous violation with excise.
The Pastime in Pierceton was renewed despite a violation.
Owner Cindy Humes said the violation took place in February and a bartender served a minor.
The Pastime paid a $500 fine, and Humes said it was the first alcohol-related violation for her bar.
Ye Old Pub, South Street in North Webster, was renewed despite violation of sale to a minor and allowing a minor to loiter.
Michael O'Conner, owner of Ye Old Pub, said the violation came in March and he was the one who served the minor.
O'Conner said he had a server call in late and he was in a hurry and served a beer to the minor.
O'Conner said it was his first offense in 30 years and the first one at the North Webster location in 13 years.
O'Conner said he paid a $500 fine.
"We were lax. It was my fault and we're doing things different now," said O'Conner.
The Bowling Alley, North Detroit Street, Warsaw, was granted a transfer of ownership.
The Bowling Alley general manager Charles Kane asked on whether underage employees could pick up empty beer glasses. Tackett said she thought busers needed to be 18, but busers don't need a liquor license.
Tackett said at a bowling alley, even if it had a bar room, an 18-year-old can be a buser.
Lassus Handy Dandy, Parker Street, Warsaw, was granted a beer permit.
Lassus serves alcohol at eight other locations in Indiana with one permit pending. The other locations are in Auburn, Columbia City, Fort Wayne, Roanoke and Churubusco.
Sleepy Owl Supper Club, North Ind. 13, Syracuse, and Gordy's Sub Pub, were renewed with beer, wine and liquor permits.
Gordon Vanator was re-elected as president of the board for 2011.
Board member Elim Smith was absent from Thursday's meeting.
